USDA must give priority to applicants that (1) demonstrate an ability to work directly with livestock producers, (2) collaborate with farm management educational programs and associations, and (3) include in their application a description of the curriculum the applicant is seeking to carry out to educate livestock producers on risk management through futures market participation and hedging strategies.

    Transporting Livestock Across America Safely Act This bill requires the Department of Transportation to amend regulations on hours of service for commercial drivers who transport livestock or insects within a 300 air-mile radius from where the on-duty time of the driver begins. The regulations must (1) exclude from the driver's on-duty time certain activities, such as loading or unloading a commercial motor vehicle; (2) change the driving time requirement to a maximum of not less than 15, and not more than 18, hours within a 24-hour period; (3) permit the driver to take one or more rest periods during the trip, which shall not be included in the calculation of the driving time; (4) require the driver, after completion of the trip, to take a rest break for a period that is 5 hours less than the maximum driving time; (5) exclude from the calculation of the driving time any additional driving to the point of delivery if the driver is within 150 air-miles of  the point of delivery; and (6) make inapplicable the requirement that the driver take a 10-hour rest period before driving.

    Feed America by Incentivizing Rural Meat Packing Act or the FAIR Meat Packing Act This bill allows an investment tax credit through 2025 for 25% of the basis of each livestock processing facility property placed in service during the taxable year. The amount of the credit may not exceed $250,000 in any taxable year and is not available to taxpayers whose gross receipts exceed $100 million in a taxable year. The bill defineslivestock processing facilityas a facility that slaughters livestock (i.e., cattle, sheep, goats, bison, swine, and poultry) for processing into meat and meat products and participates in a meat and poultry inspection program, The facility must employ an average of fewer than 500 employees and include property used for the intake or storage of livestock, the disposal or management of livestock waste, or the packaging, handling, warehousing, or storage of meat products. The bill also allows a refundable income tax credit for the startup and organizational expenditures of livestock processing facilities.
