Bill Summary

This bill, titled "Modernizing Agricultural Transportation Act," aims to improve the transportation industry for livestock, insects, and agricultural commodities by establishing a working group to study the current regulations and identify obstacles to safe, humane, and efficient transport. The working group is required to consult with various stakeholders and submit a report to the Secretary of Transportation within a year. After receiving the report, the Secretary will propose regulatory changes, including changes to hours of service and electronic logging device regulations. These changes will not apply to vehicles hauling livestock, insects, or agricultural commodities until they are officially proposed by the Secretary. The Secretary will also submit a report to Congress with any recommendations for legislative or regulatory action to improve the transportation of these commodities.

Possible Impacts

1. Livestock and agricultural commodity transport companies may have to comply with new regulations and guidelines set by the working group, which could potentially affect their operations and costs.
2. Livestock trucking industry workers may have to adjust their schedules and routes due to changes in hours of service regulations, which could impact their job duties and income.
3. Small business operators who haul livestock, insects, and agricultural commodities may have to invest in new electronic logging devices and comply with new regulations, which could add to their expenses and affect their bottom line.
