Bill Summary
The Modernizing Agricultural Transportation Act requires the Secretary of Transportation to establish a working group to study and identify obstacles and challenges in the safe, humane, and efficient transport of livestock, insects, and agricultural commodities. The working group will also develop recommendations for regulatory or legislative actions to improve transportation for these industries. It also requires the working group to consult with relevant stakeholders and submit a report to the Secretary within a year, which will be used to propose regulatory changes. Until these changes are proposed, certain regulations will not apply to commercial motor vehicles hauling livestock, insects, or agricultural commodities. The Secretary will also submit a report to Congress with any recommendations for legislative or regulatory action.
Possible Impacts
1. This legislation could potentially affect livestock and agricultural commodity producers by changing regulations and guidelines for the transport of their goods, which could impact their costs and efficiency.
2. The working group established by this legislation may also consult with representatives of State and local agencies, potentially giving these government entities a say in the regulation of the livestock and agricultural transport industries.
3. The report and recommendations submitted by the Secretary may lead to changes in the existing hours of service regulations, which could affect the schedules and working conditions of commercial motor vehicle operators who haul livestock, insects, and agricultural commodities.
