    Montana Water Rights Protection Act This bill authorizes, ratifies, and confirms a specified water rights settlement entered into by the United States, Montana, and the Confederated Salish and Kootenai Tribes of the Flathead Reservation of Montana. Specified claims of the tribes against the United States are waived and released. The bill directs the Department of the Interior to allocate specified amounts of storage water in Hungry Horse Reservoir for use by the tribes. It also permits the tribes to carry out specified activities related to the Flathead Indian Irrigation Project, such as rehabilitating structures, upgrading irrigation facilities, and restoring streams that are affected by such project. In addition, the bill (1) establishes, for purposes of carrying out the bill, the Séli&#353-Qlispé Ksanka Settlement Trust Fund; (2) requires Interior to offer to negotiate with Montana for the transfer of specified parcels of state land; (3) requires the National Bison Range to be held in trust for the benefit of the tribes; and (4) requires Interior to make certain payments to Lake and Sanders Counties in Montana for the restoration of the National Bison Range.

    America's Water Infrastructure Act of 2020 This bill modifies water resources development projects operated by the Army Corps of Engineers and clean water programs operated by the Environmental Protection Agency (EPA). The bill modifies cost share requirements for the construction and major rehabilitation of certain inland waterways navigation projects. Additionally, the nonfederal cost share for certain projects may be reduced if a small or disadvantaged community's sustainability would be threatened without the project. Similarly, the Corps of Engineers may recommend a project without national economic development benefits if the project is necessary for an underserved, economically distressed, or rural community's sustainability. The Corps of Engineers must also construct small water storage projects in rural states. The bill authorizes new projects, including projects for ecosystem restoration, flood risk management, and navigation. The bill also establishes programs for the prevention and control of certain invasive species. Additionally, the EPA must provide specified assistance to small and medium publicly owned treatment works. Further, the EPA must award grants to small publicly owned treatment works for activities including those related to improving energy and waste efficiency. The EPA must also award grants to reduce emissions at ports from vessels. Further, the bill reauthorizes through FY2024 the Clean Water State Revolving Fund, which provides financing for water quality infrastructure projects. The bill also reauthorizes through FY2030 the Indian Irrigation Fund, which provides funds to maintain and repair Indian irrigation projects. The Government Accountability Office must report on federal dams and reservoirs in western states.

    Dry Cask Storage Act of 2019 This bill requires each licensee of the Nuclear Regulatory Commission (NRC) to submit a plan for (1) transfer (including on-going additional transfers) to spent nuclear fuel dry casks of any spent nuclear fuel stored by the licensee for at least seven years in spent nuclear fuel pools, and (2) configuration of the remaining spent nuclear fuel in the pool in a manner that minimizes the chance of a fire if there is a loss of water in the pool. Among other requirements, the bill * requires the NRC to approve or disapprove the plan within 90 days after its submission, * authorizes the NRC to provide grants to any licensee with an approved plan to assist in the cost of transferring spent nuclear fuel to dry casks under the plan, * directs the emergency planning zone applicable to each civilian nuclear power reactor to be at least 10 miles in radius until all spent nuclear fuel at the reactor has been transferred to dry casks, and * requires the NRC to expand to 50 miles in radius the emergency planning zone applicable to each reactor not in compliance with an approved plan.
