The center must (1) be dedicated to the needs of the frontline transit workforce through standards-based training in the maintenance and operations occupations, and (2) develop and conduct training and educational programs for frontline local transportation employees engaged in government-aid public transportation work.

    Transition Team Ethics Improvement Act This bill establishes ethics requirements for a President-elect's transition team. The bill requires a President-elect to submit to Congress a report with a list of any individual (1) for whom an application for a security clearance was submitted, by 10 days after its submission; or (2) provided a security clearance, by 10 days after it was provided. The Federal Transition Coordinator must negotiate a memorandum of understanding with the transition representative of each eligible candidate by October 1 (currently November 1) of a year during which a presidential election occurs. Each memorandum of understanding shall include an agreement that the eligible candidate will implement and enforce an ethics plan to guide the conduct of the transition beginning on the date on which the candidate becomes the President-elect. The ethics plan shall include * a description of the ethics requirements that will apply to all transition team members; * a description of how the transition team will address the role on the team of registered lobbyists, former registered lobbyists, persons registered under the Foreign Agents Registration Act, foreign nationals, other foreign agents, and transition team members with sources of income or clients that are not disclosed to the public; * a Code of Ethical Conduct, to which each transition team member will sign and be subject to, that reflects the content of the ethics plans and that meets other specified requirements; and * a description of how the transition team will enforce the Code of Ethical Conduct.

    Bikeshare Transit Act of 2019 This bill allows bikeshare projects to be eligible for federal funding. Specifically, the bill makes a bikeshare project eligible to be an associated transit improvement project, including projects that (1) facilitate a bicycle rental operation that makes bicycles available for public transportation, (2) allow riders to pick up and drop off bicycles, (3) serve a defined geographic area, and (4) facilitate the transit of individuals between various points in the area. Public transportation capital projects must include any project for the acquisition or replacement of bicycles and related equipment, including technology and vehicles needed to restock stations, and the construction of bicycle-related facilities to facilitate a bikeshare project. The bill also makes bikeshare projects eligible for funds if they shift traffic demand to non-peak hours or other transportation modes, increase vehicle occupancy rates, or otherwise reduce demand for roads.

The bill's changes include (1) revising various deadlines in the transition program, (2) requiring the use of surveys and electronic systems to track the progress of participating individuals, and (3) establishing a program to provide Armed Forces members with information about the transition program and about career and educational opportunities available during military service. DOD and DHS must annually report on the furnishing of such pre-separation counseling, information, and services. The Government Accountability Office must report on service member participation in transition assistance programs at small and remote military installations.

To qualify for the increased federal share, a project must serve an area that is * an area of persistent poverty (a county in which at least 20% of the population has lived in poverty during the most recent 30-year period); * a county in which at least 25% of residents are age 65 or older, * a county designated as a health professional shortage area on the basis of a primary care or mental health care shortage, or * a county with low population density of not more than 20 people per square mile of land area.

    Presidential Transition Enhancement Act of 2019 This bill makes changes intended to smooth the transfer of executive power during presidential transitions. The bill provides for the detailing of legislative branch employees on a reimbursable basis to office staffs designated by the President-elect or Vice President-elect with the consent of the supervising Member of Congress. The bill extends support provided by the General Services Administration (GSA) to the President- and Vice President-elect for up to 60 days after the inauguration. By September 1 of a year during which a presidential election occurs, the GSA shall enter into a memorandum of understanding (MOU) with each eligible candidate, which shall include the conditions for administrative support services and facilities. To the maximum extent practicable, an MOU shall be based on MOUs relating to previous presidential transitions. Each MOU shall include an agreement that the eligible candidate will implement and enforce an ethics plan to guide the conduct of the transition beginning on the date on which such candidate becomes President-elect. The plan shall be published on the GSA website. By September 15 of a year during which a presidential election occurs, each agency shall ensure that a succession plan is in place for each senior noncareer position in the agency.
