which was read twice and referred to the Committee on Banking, Housing, 
                           and Urban Affairs

                                 A BILL


 
 To amend title 49, United States Code, with respect to apportionments 
       to small transit intensive cities, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Small Community Transit Improvement 
Act of 2019''.

SEC. 2. APPORTIONMENTS.

    Section 5336(h)(3) of title 49, United States Code, is amended to 
read as follows:
            ``(3) for fiscal year 2020 and each fiscal year thereafter, 
        of amounts not apportioned under paragraphs (1) and (2), 3 
        percent shall be apportioned to urbanized areas with 
        populations of less than 200,000 in accordance with subsection 
        (i);''.
