    Veterans Early Treatment for Chronic Ailment Resurgence through Examinations Act of 2019 or the VET CARE Act of 2019 This bill addresses dental care programs for veterans. Specifically, the bill authorizes the Department of Veterans Affairs (VA) to furnish administrative support to a dental care provider that provides services to a veteran that would not be covered by VA benefits. The bill also requires the VA to implement a pilot program to provide free outpatient dental services and treatment, and related dental appliances, to eligible veterans. Eligible veterans are those who are (1) enrolled in the VA health care system but are not eligible for VA dental care, (2) not receiving regular periodontal care, (3) between 40 and 70 years old, and (4) diagnosed with type 2 diabetes.

    Foster Youth Dental Act of 2020 This bill expands Medicaid coverage of current and former foster youth, particularly with respect to dental services. Specifically, the bill requires state Medicaid programs to cover early and periodic screening, diagnostic, and treatment services, including dental services, for current and former foster youth under the age of 26. States must set a special payment rate, based on rates in the private sector, for dental services provided to such individuals; the bill provides an enhanced Federal Medical Assistance Percentage (i.e., federal matching rate) for excess expenses that result from such payments. The bill's requirements take effect 80 days after the date of enactment of the bill. The bill also accelerates the application of certain provisions that require a state Medicaid program to cover former foster youth from other states until the age of 26; such provisions currently apply to former foster youth who reach the age of 18 on or after January 1, 2023. The bill instead applies these provisions to former foster youth who reach the age of 18 on or after the date of enactment of the bill.

    Dentist and Optometric Care Access Act of 2019 or the DOC Access Actof 2019 This bill prohibits private health insurance plans from setting rates for items and services, except for dental cleanings, provided by a doctor of optometry, of dental surgery, or of dental medicine for which the plan does not pay a substantial amount. Additionally, an agreement between a plan and such a doctor for limited scope dental or vision benefits may last longer than two years only with the prior acceptance of the doctor for each term extension. Plans also may not restrict such a doctor's choice of laboratories or suppliers. Such doctors may elect to waive the application of the payment amount and choice of laboratories provisions of this bill. The bill establishes a private right of action for a person adversely affected by a violation of this bill. The bill does not supersede state laws regarding health insurers and dental or vision benefit plans.
