The strategy shall cover topics including how to provide public health commodities, food, and technical assistance. It shall also describe (1) current and anticipated challenges to distributing humanitarian assistance in Venezuela and elsewhere, and (2) how the United States is coordinating efforts with other countries. USFWS must include within the boundaries of the refuge the lands and waters within the Western Riverside County Multiple Species Habitat Conservation Plan Area that are owned by the federal government, a state, or a political subdivision of a state upon the establishment of the refuge. USFWS may enter into cooperative agreements with the State of California, any of its political subdivisions, or any other persons to (1) manage lands that are owned by California, the subdivision, or the other person and located within the refuge; (2) promote public awareness of the natural resources of the conservation area; or (3) encourage participation by the public in the conservation of such resources. USFWS may acquire by donation, purchase, or exchange the lands and waters or interests in them (including conservation easements) within the refuge, except those that are owned by California and its political subdivisions may be acquired by donation only. Federal property in the refuge must be assessed for inclusion in the refuge and must be transferred to USFWS if deemed suitable for inclusion.To amend the Intermodal Surface Transportation Efficiency Act of 1991 with respect to a portion of the Wendell H. Ford (Western Kentucky) Parkway, and for other purposes.

The Department of the Interior shall administer any portion of these trails that is located on nonfederal land only (1) with the voluntary consent of the owner of the nonfederal land, and (2) if the portion qualifies for certification as a component of the applicable trail. The approval by an owner of applicable nonfederal land of a certification agreement shall satisfy the voluntary consent requirement. A certification agreement may be terminated at any time. The establishment of these trails does not authorize any person to enter private property without the consent of the private property's owner. Interior may accept a donation of land or an interest in land for these trails, with specified exceptions. Land or an interest in land may not be acquired for these trails by eminent domain or condemnation.
