Spousal Membership for Veterans Organizations Act of 2019 This bill allows certain veterans organizations, for which there is no auxiliary unit or society, to take into account members who are spouses, widows, or widowers of past or present members of the Armed Forces to determine whether the organization meets the membership requirements for tax-exempt status.

Special Guerrilla Unit (SGU) Veterans Service Recognition Expansion Act of 2019 This bill expands eligibility for internment in national cemeteries to include certain individuals who the Department of Veterans Affairs determines served honorably with a special guerilla unit or irregular forces in Laos in support of the U.S. Armed Forces between February 28, 1961, and May 7, 1975. Such individuals are eligible if, at the time of their death, they resided in the United States and were a U.S. citizen or alien lawfully admitted for permanent residence in the United States.

United States Cadet Nurse Corps Service Recognition Act of 2019 This bill recognizes service in the U.S. Cadet Nurse Corps during World War II as active military service. Individuals who served in the corps are eligible for specified honors and burial benefits but shall not be entitled by reason of such service to veterans' benefits generally.

This bill authorizes the Department of Veterans Affairs to pay costs related to the transportation of certain deceased veterans to veterans' cemeteries owned by a state or tribal organization.

This bill requires a penalty when a person acts (or tries to act) as an agent or attorney for a veteran's benefit claim without recognition by the Department of Veterans Affairs (VA) as an agent or attorney, or while such person is suspended or excluded from practice by the VA.

This bill grants a federal charter to the National American Indian Veterans Inc., which is a nonprofit corporation organized in the United States.

Veterans Collaboration Act This bill requires the Department of Veterans Affairs (VA) to carry out a two-year pilot program in states with the highest veteran populations to promote collaboration between the VA, nonprofit organizations, and institutions of higher learning. The VA shall emphasize collaboration with (1) veterans service organizations that provide personnel with appropriate credentials to assist veterans in filing disability compensation claims and appeals with the VA, and (2) educational institutions that provide veterans with pro bono legal assistance.

United States Army Rangers Veterans of World War II Congressional Gold Medal Act This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to arrange for the award of a single gold medal to the U.S. Army Ranger veterans of World War II in recognition of their dedicated wartime service. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be available for display and research.

This concurrent resolution authorizes the use of Emancipation Hall in the Capitol Visitor Center on April 29, 2020, for a ceremony to present a Congressional Gold Medal collectively to the Chinese-American veterans of World War II in recognition of their dedicated wartime service.

This bill prohibits the Small Business Administration from placing a cap that is less than $5,000 on any advance for an economic injury disaster loan that is made in response to COVID-19 (i.e., coronavirus disease 2019) to a veterans service organization (VSO) with only one employee. A VSO aids veterans with the preparation, presentation, and prosecution of claims under laws administered by the Department of Veterans Affairs.

Proper and Reimbursed Care for Native Veterans Act or the PRC for Native Veterans Act This bill specifies that the Department of Veterans Affairs or the Department of Defense must reimburse the Indian Health Service (IHS), tribes, or tribal organizations for health care services provided to American Indian and Alaska Native veterans, regardless of whether such services are provided directly by the IHS, tribes, or tribal organizations, through purchased/referred care, or through contracts for travel.

Stop Discrimination Against Veteran Home Buyers Act This bill requires the Department of Veterans Affairs (VA) to carry out a two-year grant program to train veterans to become VA home loan appraisers. Grants may be awarded to (1) a congressionally chartered veterans service organization; (2) a state, local, or tribal veterans service agency; (3) a nonprofit organization serving veterans housing needs; (4) a nonprofit entity with a history of community engagement; and (5) other entities the VA deems appropriate.

Care for Veterans Act of 2019 This bill requires hospital care and medical services to be furnished to veterans and reservists who were exposed to volatile organic compounds, including trichloroethylene and benzene, while serving at Wurtsmith Air Force Base in Oscoda, Michigan. Family members of veterans and reservists who resided at Wurtsmith Air Force Base are also eligible for hospital care and medical services under this bill. The bill also provides a presumption of service connection for veterans and reservists who were exposed to volatile organic compounds while serving at Wurtsmith Air Force Base. Under a presumption of service connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.

Veteran Service Equity Act This bill expands the definition of a public service job for participation in the student loan repayment plan for public service employees to include a full-time job with certain veterans or military service organizations.

Transparency and Effective Accountability Measures for Veteran Caregivers Act or the TEAM Veteran Caregivers Act The bill revises the administration of Department of Veterans Affairs (VA) caregiver programs. Specifically, the bill requires the VA to formally recognize caregivers of veterans by identifying any caregiver in the electronic health record of the veteran. Such caregivers covered by the bill include those approved as a provider of personal care services under the Program of Comprehensive Assistance for Family Caregivers and those participating in the Program of General Caregiver Support Services. The bill requires the VA to use standardized letters to notify veterans, their caregivers, and applicants for the program regarding decisions affecting the furnishing of assistance under the Program of Comprehensive Assistance for Family Caregivers. The bill also authorizes the VA to temporarily extend benefits under the Program of Comprehensive Assistance for Family Caregivers, including the monthly personal caregiver stipend, after determining that a veteran is no longer clinically eligible for the program.

Veterans Armed for Success Act This bill requires the Department of Veterans Affairs to make grants to organizations for the provision of transition assistance services, such as interview training, to members of the Armed Forces who are recently retired, separated, or discharged from the Armed Forces and the spouses of such members.

Improving Legal Services for Female Veterans Act This bill requires the Department of Veterans Affairs to establish a partnership with at least one nongovernmental organization to provide legal services to women veterans. The partnership must focus on the 10 highest unmet needs of women veterans as identified by the Community Homelessness Assessment, Local Education and Networking Groups (CHALENG) survey.
