    End Neglected Tropical Diseases Act This bill expands programs to address neglected tropical diseases (NTDs), which are infections caused by pathogens, including viruses, microbes, and helminths (parasitic worms), that disproportionately impact individuals living in extreme poverty, especially in developing countries. Examples include dengue, leprosy, and rabies. The bill sets forth certain priorities for the NTDs Program of the U.S. Agency for International Development (USAID), including the coordination of program activities with other USAID development sectors regarding (1) education; (2) food security; and (3) water, sanitation, and hygiene. The bill also directs the Department of State and the President to encourage foreign governments and international entities to address NTDs. Additionally, the Department of Health and Human Services must take a series of actions relating to NTDs, including promoting initiatives in international forums and establishing a panel to address worm infections. The Centers for Disease Control and Prevention may award grants to support centers of excellence for research, training, and treatment regarding NTDs.

Provisions relating to security and law enforcement in the Pacific Islands include those requiring (1) the Department of State and the Department of Homeland Security to expand cross-border maritime law enforcement operations; (2) the State Department to expand International Law Enforcement Academies coverage (the academies provide training to law enforcement agencies in other countries); and (3) the State Department to implement a strategy to combat transnational crime, such as cybercrime and sex trafficking. The bill also requires the implementation of development-related initiatives in the Pacific Islands, such as by requiring (1) the U.S. Trade Representative to implement a strategy to expand and diversify trade; (2) the U.S. Agency for International Development (USAID) to implement a plan to increase the region's trade capacity; and (3) the USAID to implement programs to improve public health, education outcomes, and climate resilience. The bill also requires the development and implementation of programs related to press freedom in the Pacific Islands, such as a State Department strategy to strengthen the press and promote press freedom and a U.S. Agency for Global Media strategy to provide expanded media content.

A high-risk wildlife market is a commercial market that sells or processes wildlife for human consumption where (1) the species of wildlife or regulation of the market is a risk factor for zoonotic (i.e., naturally transmissible from vertebrate animals to humans) disease spread or is linked with the global illegal trade in wildlife, or (2) the manner of processing the wildlife is a risk factor for zoonotic disease spread. The Department of State, the U.S. Agency for International Development (USAID), the U.S. Fish and Wildlife Service (FWS), and the Department of Agriculture (USDA) must (1) prioritize the closure of high-risk wildlife markets around the world, (2) provide support for foreign governments in their efforts to close such markets, (3) work with foreign governments and multilateral organizations to develop agreements around closing such markets, and (4) coordinate these activities with existing efforts to combat wildlife trafficking. Further, if a country is determined to be willfully harboring high risk wildlife markets, the President may impose certain sanctions, such as import bans. The State Department, the USAID, the FWS, USDA, and the U.S. Geological Survey must leverage public health, animal health, and environmental health expertise to, among other things (1) identify high-risk wildlife markets; (2) strengthen global capacity for detection of zoonotic diseases with pandemic potential; and (3) coordinate an approach to global zoonotic disease preparedness, surveillance, and response.
