Tennessee Valley Authority Transparency Act of 2019 This bill revises the duties of the Tennessee Valley Authority Board of Directors to include holding public meetings. The board must provide public notice at least six days before such a meeting, unless the meeting is designated as an emergency.

This bill releases certain reversionary interest in land to Tennessee and adds additional lands to the Rough Mountain Wilderness and the Rich Hole Wilderness in Virginia. (Sec. 1) Upon the transfer of ownership of the approximately 0.90-acre parcel of land identified as the Webb property to Tennessee for inclusion in the Chickasaw State Forest and the transfer of the approximately 0.62-acre parcel of land identified as state forest land to Tennessee or a non-state entity, the Department of Agriculture (USDA) shall release to Tennessee the reversionary interest of the United States in the state forest land that requires the land to be used for public purposes. After such actions, USDA shall offer to sell to Tennessee the undivided mineral interests of the United States in the state forest land. (Sec. 2) The bill adds specified lands in the George Washington National Forest to the Rough Mountain Wilderness and the Rich Hole Wilderness. Until the additional land is incorporated into the Rich Hole Wilderness, USDA may use motorized equipment and mechanized transport in the addition for activities to improve water quality and aquatic passage.

This bill designates the bridge located in Blount County, Tennessee, on the Foothills Parkway (commonly known as Bridge 2) as the "Dean Stone Bridge."

Designates the facility of the United States Postal Service located at 415 North Main Street in Henning, Tennessee, as the "Paula Croom Robinson and Judy Spray Memorial Post Office Building."

This bill designates the Mental Health Residential Rehabilitation Treatment Facility Expansion of the Department of Veterans Affairs Alvin C. York Medical Center in Murfreesboro, Tennessee, as the Sergeant John Toombs Residential Rehabilitation Treatment Facility.

Shiloh National Military Park Boundary Adjustment and Parker's Crossroads Battlefield Designation Act This bill modifies the boundary of Shiloh National Military Park in Tennessee and Mississippi to include the following areas: (1) Fallen Timbers Battlefield, (2) Russell House Battlefield, and (3) Davis Bridge Battlefield. The Department of the Interior may acquire these lands by donation, exchange, or purchase from willing sellers. The Parker's Crossroads Battlefield in Tennessee is established as an affiliated area of the National Park System.

Chester County Reversionary Interest Release Act This bill directs the Department of Agriculture (USDA) to release the reversionary interest of the United States in a 0.62-acre parcel of land in Chickasaw State Forest in Tennessee (the state forest land), if, as consideration for the release, the State of Tennessee agrees to transfer to the United States a vested future interest in the 0. 90-acre parcel known as the Webb property that is similar to such interest, in order to facilitate a land exchange between Bethel Baptist Church in Henderson, Tennessee, and the state. As soon as the state has complied with specified requirements concerning the deed for the state forest land, Interior shall convey to the state the undivided mineral interest of the United States in such land. Additionally, Interior must determine the mineral character of the state forest land and the fair market value of the U.S. mineral interests 90 days after enactment of this bill.

Fort Pillow National Battlefield Park Study Act This bill directs the Department of the Interior to determine the suitability and feasibility of designating the Fort Pillow Historic State Park in Henning, Tennessee, which was the site of the Battle of Fort Pillow during the Civil War, as a unit of the National Park System.

Eastern Band Cherokee Historic Lands Reacquisition Act This bill takes specified lands and easements in Monroe County, Tennessee, into trust for the use and benefit of the Eastern Band of Cherokee Indians. These lands include the Sequoyah Museum, the Chota Memorial, the Tanasi Memorial, and land to provide support for these properties and cultural programs. The Tennessee Valley Authority (TVA) maintains its right to carry out river control and development on these lands, including temporarily and intermittently flooding certain lands. The bill specifies the structures that may be constructed with the TVA's consent on certain lands subject to flooding. Additionally, the TVA must be compensated for lost hydropower capacity from future development of these lands. The bill prohibits the United States from being liable for loss or damage resulting from certain activities, such as the flooding of certain lands. The bill outlines TVA's continuing responsibilities, including those related to environmental remediation.Gaming on these lands is prohibited.

Horse Protection Amendments Act This bill addresses the protection of horses. Specifically, the bill replaces the Designated Qualified Persons program responsible for inspecting horses for soring with a new inspection system. The soring of horses is any of various actions taken on a horse's limb to produce a higher gait that may cause pain, distress, inflammation, or lameness. The Department of Agriculture must establish a single Horse Industry Organization (HIO) in order to establish a formal affiliation with the management of each horse sale, horse exhibition, and horse sale or auction, and appoint inspectors to conduct inspections. The Commissioners of Agriculture for Tennessee and Kentucky must appoint individuals to the HIO. Those individuals must appoint individuals representing the Tennessee Walking Horse industry.

James K. Polk Presidential Home Study Act This bill directs the Department of the Interior to conduct a special resource study of the James K. Polk Home and adjacent property in Columbia, Tennessee. In conducting this study, Interior shall evaluate the national significance of the site and determine the suitability and feasibility of designating it as a unit of the National Park System.
