    This bill directs the Departments of the Interior and Agriculture (USDA) to assess an annual fee of up to $200 for any film crew of five persons or fewer to conduct commercial filming activities or similar projects on federal land administered by such departments and to require a one-year permit for such activities or projects that occur in areas designated for public use during public hours on federal land and waterways administered by such departments. The bill also requires that the fee for a commercial filming activity or similar project in a unit of the National Park System be sufficient to cover the cost of a film permit and other administrative and personnel costs. Interior and USDA must also assess an annual fee of up to $200 for still photography crews of five persons or fewer. The bill repeals the requirement for collection by Interior and USDA of costs incurred as a result of filming activities or similar projects, including administrative and personnel costs, in addition to the reasonable fee assessed for commercial filming activities or similar projects in a system unit.

    Television Viewer Protection Act of 2019 This bill addresses provisions related to the retransmission of television-station signals and applies consumer-rights and transparency requirements to consumers' cable and satellite services. Specifically, the bill makes permanent a provision that allows a multichannel video programming distributor (MVPD) to retransmit television-station signals directly to a home if the subscriber receiving the signal resides in an unserved household located outside the local market of such a station. The bill also allows an MVPD to designate a qualified MVPD buying group to negotiate on its behalf with large broadcast ownership groups regarding retransmission consent for broadcast programming. Further, the bill requires that providers of internet, voice, mobile, data, and MVPD services (1) engage in transparent sales and e-billing, and (2) refrain from charging a consumer for using equipment not provided by the service provider.

    Satellite Television Community Protection and Promotion Act of 2019 This bill permanently reauthorizes a provision that allows satellite television providers to retransmit distant television signals to unserved households under a statutory license. (A statutory license allows a satellite provider to rebroadcast the signals by paying set fees and without negotiating with the relevant copyright holders.) The bill also limits what constitutes an unserved household under this provision. Under the bill, an unserved household is (1) a household in a local market where any of the four most widely viewed television networks nationwide is not transmitted by any network television station in that market, or (2) a recreational vehicle or commercial truck. The bill removes several categories of households that currently qualify as unserved, such as households that can receive a local broadcast signal but received satellite retransmissions on certain dates. To take advantage of the statutory license, a satellite provider generally must provide retransmissions of local television stations in all designated market areas (DMAs). However, a provider that does not provide such retransmissions of local stations to all DMAs may obtain a temporary statutory license by (1) demonstrating that the provider has made reasonable and good faith efforts to do so, and (2) filing a notice with the Copyright Office.

    Stopping Censorship, Restoring Integrity, and Protecting Talkies Act or the SCRIPT Act This bill limits the provision of financial and technical assistance for the production or funding of a film for screening in China. The President may only authorize the provision of technical support or access to an asset controlled by the federal government for, or authorize a federal agency to enter into a contract related to, the production or funding of a film by a U.S. company, if the company * provides to the the Department of Commerce a list of all films produced or funded by the company whose content has been submitted, during a specified period, to a Chinese official or the Chinese Communist Party for evaluation for screening in China; * enters into a written agreement with the President or the federal agency not to alter the content of the film in response to, or in anticipation of, a request by a Chinese official or the Chinese Communist Party; and * submits such agreement to Commerce. The bill requires specified annual reports on the films disclosed pursuant to such limitation. The President may not authorize the provision of such support, access, or authorization of such a contract if (1) the film is co-produced by an entity located in China that is subject to conditions on content imposed by a Chinese official or the Chinese Communist Party, or (2) the company is listed in the most recent annual report.
