This resolution authorizes expenditures by the Senate Committee on Homeland Security and Governmental Affairs for the 116th Congress.

This resolution authorizes the chairman and ranking minority member of the Permanent Subcommittee on Investigations of the Committee on Homeland Security and Governmental Affairs to provide records of the subcommittee's investigation into the art industry and U.S. policies that undermine sanctions to the Department of Homeland Security and other regulatory agencies, law enforcement officials, and entities or individuals duly authorized by federal or state governments.

This resolution authorizes the chairman and ranking minority member of the Permanent Subcommittee on Investigations of the Committee on Homeland Security and Governmental Affairs to provide records of the subcommittee's investigation into the Equifax data breach to the Federal Trade Commission and other law enforcement officials, regulatory agencies, and entities or individuals duly authorized by federal or state governments.

This resolution authorizes the chairman and ranking minority member of the Permanent Subcommittee on Investigations of the Committee on Homeland Security and Governmental Affairs to provide records of the subcommittee's investigation into China's impact on the U.S. education system to the U.S. Department of Education and other regulatory agencies, law enforcement officials, and entities or individuals duly authorized by federal or state governments.

Homeland Security Higher Education Advisory Council Act This bill requires the Department of Homeland Security (DHS) to establish a homeland security higher education advisory council. Such council must make recommendations to DHS on matters concerning homeland security and the academic community, including the threat of foreign influence and interference in the United States, homeland security academic and research programs, issues relating to international students (e.g., visas), and cybersecurity.

The council must make recommendations to DHS on matters concerning homeland security and the academic community, including the threat of foreign influence and interference in the United States, homeland security academic and research programs, issues relating to international students (e.g., visas), and cybersecurity.

Securing the Homeland Security Supply Chain Act of 2019 This bill authorizes the Department of Homeland Security (DHS) to restrict procurement of information technology, telecommunications equipment and services, and related products or services from a vendor that poses a risk to the DHS supply chain. A vendor poses a risk if a malicious actor may manipulate the design, integrity, manufacturing, production, distribution, installation, operation, or maintenance of a vendor's covered article. DHS must report to specified congressional committees on cybersecurity threats posed by terrorist actors and foreign state-owned entities to the information technology and communications systems of DHS.

Department of Homeland Security Morale, Recognition, Learning and Engagement Act of 2019 or the DHS MORALE Act This bill addresses workforce morale at the Department of Homeland Security (DHS). The bill expands the duties of the Chief Human Capital Officer to address morale, including through * leader development and employee engagement, * maintaining a catalogue of available employee development opportunities, and * issuing a DHS-wide employee engagement action plan. DHS (1) must establish an employee engagement steering committee, and (2) may establish an annual employee award program. DHS shall report to the congressional homeland security committees regarding the impacts of the lapse in appropriations between December 22, 2018, and January 25, 2019, on (1) DHS human resources operations; (2) DHS's ability to meet hiring benchmarks; and (3) retention, attrition, and morale of DHS personnel.

Homeland Security Counterintelligence Threat Reduction Act This bill directs the Department of Homeland Security (DHS) to take various actions related to counterintelligence activities. DHS shall establish a counterintelligence vetting task force to report to Congress recommendations to improve counterintelligence vetting for DHS programs. DHS shall also develop counterintelligence awareness training as part of an established program for collecting information about nonimmigrant foreign students and other exchange program participants. DHS shall require appropriate faculty from approved educational institutions and exchange visitor programs to participate in the training. DHS shall take various actions related to the program for collecting information about exchange program participants, such as identifying degrees and fields of study that are sensitive for homeland security and counterintelligence purposes. DHS shall notify Congress if it decides to not extend the existence of the Homeland Security Academic Advisory Council.

Quadrennial Homeland Security Review Technical Corrections Act of 2019 This bill makes numerous changes to the quadrennial homeland security reviews. The quadrennial homeland security review is the Department of Homeland Security's capstone strategy document, which offers recommendations on long-term strategy and priorities for homeland security. Specifically, the changes are related to consultation, prioritization, resources required, deadlines, and documentation.

Homeland Security for Children Act This bill requires the Office of Strategy, Policy, and Plans in the Department of Homeland Security (DHS) to review and incorporate into DHS policy feedback from organizations representing the needs of children. The bill directs the Federal Emergency Management Agency (FEMA) to identify and integrate the needs of children into activities to prepare for, protect against, respond to, recover from, and mitigate against the risk of natural disasters, acts of terrorism, and other man-made disasters, including by appointing a technical expert to coordinate such integration.

Department of Homeland Security Climate Change Research Act This bill requires the Department of Homeland Security (DHS) to evaluate current federal research and development regarding approaches to mitigate the consequences of climate change on homeland security to identify research and development gaps. DHS must conduct additional research and development to fill those gaps.

Securing Department of Homeland Security Firearms Act of 2019 or the Securing DHS Firearms Act of 2019 This bill requires the Management Directorate of the Department of Homeland Security (DHS) to (1) develop and disseminate a directive for achieving adequate security over DHS firearms and other sensitive assets across DHS within 120 days after the enactment of this bill, and (2) disseminate a revised version of the Personal Property Asset Management Program Manual that includes requirements for safeguarding DHS firearms and other sensitive assets.

Department of Homeland Security Clearance Management and Administration Act This bill directs the Department of Homeland Security (DHS) to require that the designation of the sensitivity level of national security positions be conducted in a consistent manner in all DHS components and offices. The bill requires DHS (1) by July 6, 2019, and every five years thereafter, to review all sensitivity level designations of national security positions at DHS; (2) if it determines that a change in the sensitivity level is warranted, to administratively adjust access and complete an appropriate level periodic reinvestigation; and (3) to report on such positions requiring access to classified information, no longer requiring access, or requiring a different level of access. DHS must submit annual reports, through FY2024, on the denials, suspensions, revocations, and appeals of an individual's eligibility for access to classified information. DHS must (1) develop a plan to achieve greater uniformity regarding the adjudication of eligibility of an individual for access to classified information that is consistent with the Adjudicative Guidelines for Determining Access to Classified Information, and (2) ensure that all information received for such adjudication is consistent with such guidelines and is protected against misappropriation. The plan shall consider the establishment of an internal appeals panel responsible for final national security clearance denial and revocation determinations.

Homeland Security Acquisition Professional Career Program Act This bill establishes in the Department of Homeland Security an acquisition professional career program to develop a cadre of acquisition professionals. The Management Directorate shall administer the program, including carrying out recruitment efforts and providing specialized acquisition training.

Department of Homeland Security Intelligence and Cybersecurity Diversity Fellowship Program Act This bill requires the Department of Homeland Security (DHS) to carry out an intelligence and cybersecurity diversity fellowship program. Through this program, eligible socially disadvantaged individuals may participate in a paid internship related to intelligence or cybersecurity, receive tuition assistance, and, upon graduation from an institution of higher education and completion of the program, receive an offer of employment for an intelligence or cybersecurity position at DHS.

Pathways to Improving Homeland Security at the Local Level Act This bill requires the Department of Homeland Security's Office for State and Local Law Enforcement to produce and disseminate an annual catalog of training opportunities, programs, and services that are available to state, local, and tribal law enforcement agencies.

Historically Black Colleges and Universities (HBCUs) Homeland Security Partnerships Act This bill requires the Department of Homeland Security to issue a strategy to enhance partnerships, including those with a focus on research and development, career opportunities, and acquisitions, with historically black colleges and universities and minority-serving institutions.

This resolution provides amounts for the expenses of the House Committee on Homeland Security for the 116th Congress.

Department of Homeland Security Mentor-Protege Program Act of 2019 This bill provides statutory authority for the mentor-protégé program of the Department of Homeland Security (DHS) under which a mentor firm enters into an agreement with a protégé firm to assist the latter to compete for prime contracts and subcontracts of DHS.

This bill establishes the position of Ombudsman for Border and Immigration Related Concerns within the Department of Homeland Security (DHS). The ombudsman shall * establish an independent, neutral, and standardized process to assist individuals in resolving complaints related to U.S. Customs and Border Protection (CBP), U.S. Immigration and Customs Enforcement (ICE), and related entities; * make recommendations to DHS to address chronic issues identified in the complaints process; * establish a Border Oversight Panel, which shall make recommendations related to border enforcement policies and strategies; * review ICE and CBP compliance with departmental policies and standards of care for detained aliens; * establish a Border Community Liaison in each Border Patrol sector on the northern and southern borders, which shall consult with and receive feedback from border communities on ICE and CBP policies and activities; * conduct yearly evaluations of training for ICE and CBP agents and officers, including whether such training adequately addresses the use of force and civil rights issues; * develop recommendations for establishing an electronic number system for tracking a child that has been separated from a parent, legal guardian, or relative; and * report to Congress a plan to require the use of body-worn cameras by Border Patrol agents and ICE officers.
