Drone Advisory Committee for the 21st Century Act This bill requires the Federal Aviation Administration (FAA) to take appropriate steps to encourage direct representation of county and tribal governments, as well as agriculture, forestry, rangeland sectors, and other rural interests on the Drone Advisory Committee. The FAA must include public participation in the process of nominating individuals for membership on the committee.

This resolution authorizes expenditures by the following Senate committees for March 1, 2019-September 30, 2019, for FY2020, and for October 1, 2020-February 28, 2021: (1) Agriculture, Nutrition, and Forestry; (2) Armed Services; (3) Banking, Housing, and Urban Affairs; (4) Budget; (5) Commerce, Science, and Transportation; (6) Energy and Natural Resources; (7) Environment and Public Works; (8) Finance; (9) Foreign Relations; (10) Health, Education, Labor, and Pensions; (11) Homeland Security and Governmental Affairs; (12) Judiciary; (13) Rules and Administration; (14) Small Business and Entrepreneurship; (15) Veterans' Affairs; (16) Special Committee on Aging; (17) Select Committee on Intelligence; and (18) Indian Affairs. The resolution requires committee expenses, with specified exceptions, to be paid from the contingent fund of the Senate upon vouchers approved by the chair of the applicable committee. The resolution authorizes establishment of a special reserve within funds in the Expenses of Inquiries and Investigations account, to be available to any committee to meet specified unpaid obligations or expenses.

American Agriculture First Act This bill requires the Agricultural Marketing Service (AMS) to purchase at least 75% of the agricultural commodities of the Food Purchase and Distribution Program from domestically owned enterprises if it is necessary to respond to trade damage from retaliation by foreign nations with respect to agricultural commodities. The requirement does not apply if the Department of Agriculture reports to Congress that meeting the requirement * is not possible because the agricultural commodities available from domestically owned enterprises cannot meet the supply needs of the AMS; or * would result in a greater than 150% increase between (1) the amount necessary to purchase the agricultural commodities, and (2) the average cost of the agricultural commodities purchased by the AMS in the prior 3 years. The authority provided by this bill expires on September 30, 2023.

Infants Need Food And Nutrition Today Act or theINFANT Act This bill requires the Department of Agriculture to allow infant food combinations and dinners to be served under the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC).

This concurrent resolution recognizes the valuable historic and continued contributions of the Food and Nutrition Service and its employees to the nutrition, health, and well-being of the people of the United States.

The bill provides appropriations to the Federal Crop Insurance Corporation Fund and the Commodity Credit Corporation Fund. Forestry Renewal Act This bill makes permanent the National Urban and Community Forestry Advisory Council. The council shall meet at least twice a year. The bill removes the ceiling on the amount that may by transferred by the Department of Agriculture to the Reforestation Trust Fund.

This concurrent resolution establishes the congressional budget for the federal government for FY2020 and sets forth budgetary levels for FY2021-FY2024. The resolution recommends levels and amounts for FY2020-FY2024 for * federal revenues, * new budget authority, * budget outlays, * deficits, * public debt, * debt held by the public, and * the major functional categories of spending. It also recommends levels and amounts for FY2020-FY2024 in the Senate for Social Security and Postal Service discretionary administrative expenses. Equitable Nutrition Assistance for the Territories Act of 2019 This bill allows Puerto Rico, American Samoa, and the Northern Mariana Islands to participate in the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) after submitting a plan of operation that is approved by the Department of Agriculture. (Under current law, the three territories receive block grants instead of participating in SNAP.)

Nutrition Coordinators for Local Healthy Youth Act This bill establishes a Department of Agriculture program to award grants to local educational agencies to appoint nutrition coordinators with a background in nutrition education, dietetics, or nutrition program management. The responsibilities of the coordinators include * ensuring compliance with local school wellness policies under the Richard B. Russell National School Lunch Act, * coordinating nutrition education programs with school food service directors, * conducting training and facilitating information sharing of best practices, * working with programs that promote and motivate students to participate in school wellness activities, * coordinating and collaborating with other nutrition education programs, * providing community outreach to promote nutrient-rich foods and farm-to-school activities, * promoting regular physical activity in students, * ensuring students receive effective and consistent messages regarding healthy eating and active living, and * promoting nutrition education and team network nutrition programs in the state by coordinating and collaborating with the team nutrition network coordinator and community partners.

School Nutrition Transparency for Healthy Kids Act of 2019 This bill requires that each state educational agency annually publish on the Department of Agriculture website data on the compliance of school food authorities with respect to nutritional requirements, including * the number of school food authorities in compliance with such requirements, disaggregated by state; * the total number of such authorities in each state; and * the percentage of such authorities in compliance with such requirements, disaggregated by state. *

Veterans' Agricultural Apprenticeship Act of 2019 This bill requires the Department of Agriculture (USDA) to establish a program to make direct loans to farmers and ranchers who will provide mentorship and apprenticeship opportunities for veterans who have not previously operated a farm or ranch.

Wildlife and Hunting Heritage Conservation Advisory Committee Act of 2019 This bill establishes the Wildlife and Hunting Heritage Conservation Advisory Committee to advise the Department of the Interior and the Department of Agriculture on wildlife and habitat conservation, hunting, and recreational shooting. The advisory committee must advise the departments on policies or programs related to * implementing Executive Order 13443, titledFacilitation of Hunting Heritage and Wildlife Conservation; * conserving and restoring wetlands, agricultural lands, grasslands, forest, and rangeland habitats; * promoting opportunities for and access to hunting and shooting sports on federal lands; * recruiting and retaining new hunters and shooters; * increasing public awareness of the importance of wildlife conservation and the benefits of recreational hunting and shooting; and * encouraging coordination among the public, the hunting and shooting sports community, wildlife conservation groups, states, tribes, and the federal government. The bill abolishes the existing Wildlife and Hunting Heritage Conservation Council, effective on the date of the first meeting of the advisory committee established by this bill.

This resolution designates the majority party's membership on specified Senate committees for the 116th Congress.
