Securing Department of Homeland Security Firearms Act of 2019 or the Securing DHS Firearms Act of 2019 This bill requires the Management Directorate of the Department of Homeland Security (DHS) to (1) develop and disseminate a directive for achieving adequate security over DHS firearms and other sensitive assets across DHS within 120 days after the enactment of this bill, and (2) disseminate a revised version of the Personal Property Asset Management Program Manual that includes requirements for safeguarding DHS firearms and other sensitive assets.

Pipeline Security Act This bill revises the duties of the Transportation Security Administration (TSA) to include securing pipelines and pipeline facilities against cybersecurity threats, acts of terrorism, and other acts that jeopardize the physical security or cybersecurity of the pipelines or facilities. Specifically, the bill (1) establishes a pipeline security section within the TSA, and (2) directs the TSA to develop a personnel strategy for enhancing operations within such section. The TSA must convene not less than two industry days to engage with relevant pipeline transportation and pipeline facilities stakeholders on matters related to the security of pipeline transportation and pipeline facilities.

Nonprofit Security Expansion Act This bill increases the authorization of appropriations for the Nonprofit Security Grant Program of the Department of Homeland Security.

Transportation Security Transparency Improvement Act This bill addresses policies of the Transportation Security Administration (TSA) related to sensitive security information and international aviation security. Among other requirements, the TSA must * ensure clear and consistent designation ofSensitive Security Information, including reasonable security justifications for such designation; * develop and implement a schedule to regularly review and update TSA Sensitive Security Information Identification guidelines; * conduct outreach to relevant stakeholders (e.g., air carriers, airport operators, and state and local law enforcement) that regularly are granted access to Sensitive Security Information to raise awareness of the TSA's policies and guidelines governing the designation and use of Sensitive Security Information; and * develop and implement guidelines with respect to last point of departure airports to conduct engagement with foreign partners on the implementation of security directives and emergency amendments.

Commitment to American Security Act This bill enacts specified legislation related to law enforcement and national security, including legislation (1) allowing a qualified individual to carry a concealed handgun into or possess a concealed handgun in another state that allows individuals to carry concealed firearms; and (2) containing provisions related to border security, cybersecurity, and transportation security.

Securing the Homeland Security Supply Chain Act of 2019 This bill authorizes the Department of Homeland Security (DHS) to restrict procurement of information technology, telecommunications equipment and services, and related products or services from a vendor that poses a risk to the DHS supply chain. A vendor poses a risk if a malicious actor may manipulate the design, integrity, manufacturing, production, distribution, installation, operation, or maintenance of a vendor's covered article. DHS must report to specified congressional committees on cybersecurity threats posed by terrorist actors and foreign state-owned entities to the information technology and communications systems of DHS.

Election Security Assistance Act This bill addresses security threats to federal elections. Specifically, the bill * authorizes grants to states for election technology and security, * requires election poll books to meet voting system standards, * allows for expedited security clearances for certain state election officials and officials with the Election Assistance Commission, * requires federal entities to share information with the Department of Homeland Security (DHS) regarding election cybersecurity incidents, and * requires DHS to share information with state and local officials regarding election cybersecurity incidents.

Global Economic Security Strategy of 2019 This bill requires the President, in support of the national security strategy, to set forth a global economic security strategy for the United States that includes an assessment of * the global competitiveness of key U.S. economic sectors; * the national debt and its implications for U.S. economic and national security; and * prioritized economic security interests and objectives, as well as associated threats, challenges, and opportunities and the tools to manage them.

Secure Traveler Act This bill requires the Transportation Security Administration (TSA) to establish a process to permit the verification of an active security clearance to enable enrollment in TSA PreCheck. Individuals holding secret, top secret, L or Q clearances, or Yankee White clearance are eligible to participate in TSA PreCheck under the process established by this bill. The TSA shall establish a process to permit the enrollment of certain law enforcement officers in TSA PreCheck.

Savings Through Security Act This bill provides appropriations to the Department of Homeland Security for the procurement and deployment of infrastructure, technology, and manpower to secure the international border between the United States and Mexico. The bill also requires specified federal agencies to (1) report on costs associated with expenditures on unauthorized aliens, and (2) remit to the Treasury certain savings that are attributable to the funds provided by this bill to secure the international border between the United States and Mexico.

Inland Waters Security Review Act This bill directs the Department of Homeland Security (DHS) to submit to Congress an inland waters threat analysis that includes current and potential terrorism and criminal threats, security challenges and mitigation efforts, vulnerabilities that hinder effective security, counterterrorism, anti-trafficking efforts, and trade flow in inland waters, and metrics and performance measures. In preparing the threat analysis, DHS shall consider * technology and personnel needs and challenges; * the roles of state, local, tribal, and territorial law enforcement, as well as private sector partners and the public, relating to inland waters security; * the need for cooperation among federal, state, local, tribal, territorial, and international partner law enforcement, as well as private sector partners and the public, relating to such security; and * the challenges posed by geography with respect to such security.

Safety Enhancements for Communities Using Reasonable and Effective Firearm Storage Act or the SECURE Firearm Storage Act This bill establishes security requirements for the business premises of a licensed firearms importer, manufacturer, or dealer. Specifically, when the premises are closed for business, an importer, manufacturer, or dealer must secure the firearms inventory and securely store paper business records. A violator is subject to penalties—a civil fine, suspension or revocation of a license, or both a civil fine and suspension or revocation of a license.

This resolution (1) supports the efforts of state securities regulators to promote capital investment and educate investors, and (2) urges collaboration between the Securities and Exchange Commission and state securities regulators.

National Security Accountability Act This bill requires the appointment of the Assistant to the President for National Security Affairs to be made with the advice and consent of the Senate.

Social Security Fairness Act This bill repeals provisions that reduce Social Security benefits for individuals who receive other benefits, such as a pension from a state or local government job. The bill eliminates thegovernment pension offset, which in various instances reduces Social Security survivors' benefits for spouses, widows, and widowers who also receives government pensions of their own. The bill also eliminates thewindfall elimination provision, which in some instances reduces Social Security benefits for individuals who also receive a pension or disability benefit from an employer that did not withhold Social Security taxes.

Global Health Security Act of 2020 This bill establishes a permanent, presidentially appointed position to manage outbreak response efforts. Specifically, the bill establishes the role of Special Advisor for Global Health Security who shall (1) serve as the President's principal advisor on global health security and global health emergencies (2) coordinate U.S. efforts to carry out global health security activities, and (3) convene the Global Health Security Interagency Review Council. The bill establishes such council to provide policy guidance to participating agencies on global health security matters and to facilitate the implementation of the existing Global Health Security Agenda. The Special Advisor must also develop a strategy to advance global health security and other specified policy objectives and coordinate a whole-of-government approach to the implementation of such strategy. In addition, the Department of State must coordinate and facilitate interagency, multi-sectoral activities outside of the United States in response to a declared global health emergency.

National Security Transparency Act This bill requires an individual serving as an acting official in certain positions related to national security to periodically appear before Congress. This requirement shall apply to an individual acting as the Secretary of Defense, the Secretary of Homeland Security, the Director of the Central Intelligence Agency, the Director of the National Security Agency, or the Director of National Intelligence. (Individuals serving in these positions must receive Senate confirmation, but the President may appoint without confirmation an acting official to perform the position's duties on a temporary basis.)

Social Security Child Protection Act of 2019 This bill directs the Social Security Administration to issue a new Social Security number to a child under the age of 14 if the child's Social Security card was stolen while being sent.

Know Your Social Security Act This bill requires the Social Security Administration to provide Social Security account statements by mail to each individual who is 25 or older and who is eligible for, but not currently receiving, Social Security retirement benefits. Individuals may choose to receive their account statements electronically.

Climate Security Intelligence Act of 2019 This bill establishes the Climate Security Intelligence Center within the Office of the Director of National Intelligence. The center's duties shall include serving as the primary intelligence community organization for analyzing climate security threats and identifying best practices for such analysis.

Secure 5G and Beyond Act of 2020 This bill requires the President, in consultation with relevant federal agencies, to develop a strategy to secure and protect U.S. fifth and future generations (5G) systems and infrastructure. Such strategy, to be known as the National Strategy to Secure 5G and Next Generation Wireless Communications, shall (1) ensure the security of 5G wireless communications systems and infrastructure within the United States; (2) assist mutual defense treaty allies, strategic partners, and other countries in maximizing the security of 5G systems and infrastructure; and (3) protect the competitiveness of U.S. companies, privacy of U.S. consumers, and integrity of standards-setting bodies.

Save Social Security Act of 2019 This bill modifies the requirements for Social Security payroll taxes and benefits to * apply Social Security payroll taxes to annual income above $300,000, * include earnings above $300,000 in the benefit formula, and * increase to $100,000 the income threshold above which a portion of a taxpayer's Social Security benefits is included in gross income. (Under current law, Social Security payroll taxes apply to the first $132,900 of income in 2019 and a portion of benefits is included in the gross income of individuals with certain income that exceeds thresholds of $0, $25,000, or $32,000, depending on the individual's filing status.)

Securing Our Children Act of 2019 This bill establishes the Presidential Commission on Securing Our Nation's Children. The commission must review and develop recommendations regarding the safety and security of children in the United States.
