Imported Seafood Testing Act This bill requires the Food and Drug Administration (FDA) to inspect a certain amount of imported seafood each year and contains other provisions related to imported seafood. Specifically, the FDA must inspect at least 20% of all imported seafood each year and must also inspect the first 15 shipments imported into the United States by a new exporter. The bill also imposes various requirements and penalties for failed inspections, including by (1) requiring the destruction of a shipment that would have caused significant health risks, and (2) barring imports from a country with a pattern of failed inspections.   The bill also imposes civil penalties for knowingly making a false statement with respect to such inspections or misbranding imported seafood.

Remote Seafood Employee Meals Tax Parity Act This bill amends the Internal Revenue Code to provide that the 50% limitation on the tax deduction for business meals shall not apply to meals provided on certain fishing vessels or at certain fish processing facilities.

Commercial Fishing and Seafood Business Act of 2019 This bill exempts certain H-2B visas from the annual cap of 66,000 on such visas. The exemption applies to H-2B visas issued to nonimmigrant aliens for employment (1) on a commercial fishing vessel or shrimp trawler; or (2) in the processing of fish, baitfish, or fishery products. (An H-2B visa is for an alien entering the United States to perform nonagricultural temporary labor, where the alien has no intention of abandoning the alien's residence in a foreign country.)

Ocean Acidification Research Partnerships Act This bill requires the National Oceanic and Atmospheric Administration (NOAA) to provide grants for collaborative research projects on ocean acidification developed and conducted through partnerships between the seafood industry and the academic community. NOAA must prioritize projects that (1) address ecosystems and communities vulnerable to the impacts of ocean acidification, (2) demonstrate support from local stakeholders, or (3) utilize seafood industry assets as research and monitoring platforms. NOAA may provide grants to a partnership in which a marine-dependent industry is substituted for the seafood industry.

Maritime Security And Fisheries Enforcement Act or theMaritime SAFE Act This bill addresses illegal, unreported, and unregulated fishing (IUU fishing) and maritime security. Among other things, the bill * establishes an interagency working group on maritime security, IUU fishing, and seafood fraud; * increases the capacity of IUU fishing enforcement and customs and border security officers at U.S. ports; * requires collaboration with other countries to improve transparency and traceability in the seafood supply chain; * promotes the use of technology to combat IUU fishing; * establishes a sub-working group to address IUU fishing within the U.S. exclusive economic zone in the Gulf of Mexico; and * addresses human trafficking in connection with the catching and processing of seafood products.

Maritime Administration Authorization and Enhancement Act of 2019 This bill addresses (1) several aspects of the U.S. Maritime Administration (MARAD); (2) illegal, unreported, and unregulated fishing (IUU fishing); and (3) maritime security. Among other things, the bill * reauthorizes MARAD programs, including programs associated with maintaining the U.S. Merchant Marine; * promotes transparency and traceability in the seafood supply chain; * promotes the use of technology to combat IUU fishing; * establishes an interagency working group on maritime security, IUU fishing, and seafood fraud; and * establishes a sub-working group to address IUU fishing within the U.S. exclusive economic zone in the Gulf of Mexico.

Chesapeake Bay Oyster Research Act This bill directs the National Oceanic and Atmospheric Administration (NOAA) to provide grants to certain entities, including the academic community and seafood industry, to conduct research on the conservation, restoration, or management of oysters in the Chesapeake Bay. Grant awards may not exceed 85% of the research project's total cost unless NOAA waives such requirement.

Buy American Agriculture Act This bill requires the Department of Agriculture's Agricultural Marketing Service to purchase agricultural commodities and seafood under the Food Purchase and Distribution Program only from domestically owned enterprises. The bill includes exceptions if applying the requirement * would be inconsistent with the public interest, * is not possible because the domestically produced products are not available in sufficient quantities or in a satisfactory quality, or * would result in cost increase of more than 25% compared to the previous year.

This bill authorizes the Department of Commerce to provide disaster relief for commercial fishery failures that occur because of an increase in duties on U.S. seafood or fish products imposed as retaliation for increases in duties imposed by the United States.
