The bill expands such sanctions to cover transfers that materially support Iran's efforts to acquire or develop ballistic missile technologies or certain advanced conventional weapons. The bill also establishes additional sanctions related to Iran's ballistic missile program, including with respect to a foreign person or instrumentality of a foreign state that provides material support for Iran's efforts to acquire certain missile-related goods, services, technologies or weapons. The President shall notify Congress upon receiving credible information about certain conventional weapons transfers to Iran, with a determination of whether the transaction is subject to sanctions. The bill expands existing visa-blocking sanctions related to Iran's Revolutionary Guard Corps (IRGC) to cover additional parties, including (1) foreign persons that provide significant financial services to the IRGC, and (2) Iranian persons subject to certain executive orders related to Syria. Such sanctions are further expanded to include property-blocking sanctions. HR #5879 | Last Action: 2/12/2020Congressional Oversight of Sanctions Act This bill limits the duration of a declaration of national emergency by the President, directs the President to allow certain exports to a country under sanctions, and requires the President to provide specified information when exercising emergency economic powers. Specifically, the bill provides that any national emergency declared by the President shall terminate 60 days after the first day on which either house of Congress is in session following the declaration, unless Congress enacts a joint resolution to extend the emergency. If Congress does not enact a joint resolution to extend the emergency, the President may not declare a new national emergency based on substantially similar facts during the 1-year period following such 60-day period. The President must allow the export of certain equipment and material to a territory that is controlled by a person that is otherwise subject to sanctions if the material is intended for (1) civilian health care facilities, (2) water infrastructure, (3) civilian energy infrastructure, or (4) primary or secondary educational facilities. When exercising any international emergency economic powers, the President must issue a report that includes (1) the goals and outcomes expected to be achieved through such actions; (2) other tools considered to address the emergency and the reason for the chosen response; (3) a list of countries imposing similar sanctions; and (4) the strategy to provide compliance guidance to entities in the private sector, humanitarian organizations, and peace-building organizations.Vietnam Human Rights Sanctions Act of 2019

The Department of the Treasury shall restrict correspondent and payable-through accounts that are used to facilitate significant transactions or provide services to sanctioned entities, specifically North Korean financial institutions, companies, and certain North Korean individuals, such as those named in certain executive orders. (Correspondent and payable-through accounts are often maintained by foreign financial institutions in U.S. banks to access the U.S. financial system.) Treasury shall use its vote and voice in international financial institutions, such as the International Monetary Fund (IMF), to oppose the provision of assistance by such institutions to governments that fail to enforce the sanctions provided under this bill. The Export-Import Bank may not guarantee, insure, or extend credit in relation to exports to entities sanctioned under this bill. Treasury shall support increasing use of the IMF administrative budget for technical assistance to help IMF members fight money laundering and funding for terrorism. Various sanctions and restrictions under this bill shall be suspended if the President certifies to Congress that (1) North Korea has committed to suspending its weapons of mass destruction programs and engaging in multilateral talks on limiting such programs, or (2) it is in U.S. national security interests to do so.To impose sanctions with respect to Turkey's acquisition of the S-400 air and missile defense system.
