This resolution (1) recognizes the Chinese railroad workers for their contributions to the construction of the Transcontinental Railroad and the growth of the United States; (2) honors the Chinese railroad workers who lost their lives working in the Sierra Nevada Mountains; and (3) acknowledges the Chinese railroad workers for all the risks they faced, while enduring discrimination and unequal pay and treatment, to complete the construction of the Transcontinental Railroad.

Railroad Rehabilitation and Improvement Financing Equity Act This bill directs the Department of Transportation to refund credit risk premiums under the Railroad Rehabilitation and Improvement Financing loan program upon the satisfaction of a loan's obligations.

Invest in American Railroads Act This bill revises and expands the Railroad Rehabilitation and Improvement Financing program of the Department of Transportation (DOT). Specifically, the bill * authorizes DOT to pay certain credit risk premiums for loans or loan guarantees; * requires DOT to set aside at least $100 million for passenger rail projects in a given fiscal year; * directs DOT to provide loans and loan guarantees to private entities with controlling ownership in one or more freight railroads other than Class I carriers; * expands eligibility under the loan program to include reimbursement of planning, permitting, and design expenses related to acquiring, improving, or rehabilitating intermodal or rail equipment or facilities; * sets forth collateral and appraisal standards under the program; and * allows loan repayment terms to be extended up to 50 years after the date of substantial completion of a project, or the estimated useful life of the rail equipment or facilities to be acquired, rehabilitated, improved, developed, or established.

Railroad Yardmaster Protection Act of 2019 This bill applies to yardmaster employees the limitations on duty hours and the restrictions on communications to employees during their off-duty hours that are currently applicable to train employees. (A "yardmaster employee" means an individual responsible for supervising and coordinating the control of trains and engines operating within a rail yard.)

(Sec. 1) This bill requires the Federal Railroad Administration (1) within 10 days after it initiates a comprehensive safety assessment of an entity providing regularly scheduled intercity or commuter rail passenger service, to notify specified congressional committees and each Member of Congress representing a state in which the service that is the subject of the assessment being conducted is located, of the initiation of that assessment; and (2) within 90 days after completing such assessment, to report the findings of such assessment to such committees and Members.

Railroad Employee Equity and Fairness Act or theREEF Act This bill provides that payments made from the Railroad Unemployment Insurance Account shall not be subject to reduction with respect to unemployment compensation programs for qualified railroad employees.

Tulare Youth Recreation and Women's History Enhancement Act This bill declares that, in order to promote recreational opportunities for youth and commemorate women's history in the city of Tulare, California, the United States authorizes the conveyance of, and relinquishes its reversionary interest in, specified Tulare Railroad Proposed Parcels that were retained as a right-of-way for the construction of a railroad and telegraph to the Pacific coast in 1866. The relinquishment of the U.S. reversionary interest shall be effective when Union Pacific Railroad conveys the parcels to the city of Tulare.

Don't BLock Our Communities Act or the D-BLOC Act This bill addresses concerns related to blocked crossings. (A blocked crossing is a circumstance in which a train, railroad car, or locomotive engine is stopped or is standing in a manner that obstructs public travel at a crossing). Specifically, the bill * requires each railroad carrier to collect data on blocked crossings and directs the Department of Transportation (DOT) to incorporate such data into the national highway-rail crossing inventory; * establishes a 10-minute limit on trains, locomotive, railroad cars, or other railroad equipment blocking crossings, with specified exceptions; * authorizes DOT to issue civil penalties for each incident where a crossing is blocked by a standing train, locomotive, or rail equipment; * requires DOT to issue regulations defining what is considered persistently or egregiously blocking a crossing, including taking into consideration the extent to which the blocked crossing poses a public safety hazard; * does not apply to the National Railroad Passenger Corporation (Amtrak) or commuter authorities; * directs DOT to issue and publish a national strategy on how it plans to address blocked crossings; and * requires each railroad carrier to establish and maintain a toll-free telephone service for rights-of-way over which it dispatches trains to directly receive calls reporting blocked crossings.

Law Enforcement Officers Safety Expansion Act This bill permits an active or retired state railroad police officer to carry a concealed firearm.

Passenger Train Safety Act This bill addresses passenger safety issues aboard trains. Specifically, the bill * directs the Federal Railroad Administration to research safety issues relating to speed signs, seat securement mechanisms, and methods for mitigating derailment injuries; * requires the National Railroad Passenger Corporation (Amtrak) to address various safety issues, including developing policies for the safe use of child safety seats and implementing enhanced crew training; * directs the Department of Transportation to require each railroad carrier that provides regularly scheduled intercity rail passenger or commuter rail passenger transportation to install inward- and outward-facing audio recording devices in or on all controlling locomotive cabs and cab car operating compartments on such passenger trains; * prohibits entities providing regularly scheduled intercity or commuter rail passenger transportation from beginning service on certain routes unless a positive train control system is fully implemented and operational on such routes; and * requires railroad carriers to periodically review and update their speed limit action plans.

Improving the Metra Commuter Experience Act of 2020 This bill requires the National Railroad Passenger Corporation (Amtrak) to transfer operational control of Chicago Union Station to the Northeast Illinois Regional Commuter Railroad Corporation (Metra). If Amtrak fails to comply with the requirement, the Department of Transportation must withhold 5% of specified funds for Amtrak.

Building Rail Access for Customers and the Economy Act of 2019 or the BRACE Actof 2019 This bill permanently extends the tax credit for railroad track maintenance. The extension applies to expenditures paid or incurred during tax years beginning after 2017. Assignments of miles of railroad track, including related expenditures, for tax years ending after 2017 must be treated as timely if they are made pursuant to a written agreement entered into within 90 days of the enactment of this bill.
