    Pedestrian and Bicyclist Safety Improvement Act of 2020 This bill directs the Department of Transportation (DOT), every two years, to conduct nationwide on-the-ground road safety assessments focused on pedestrian and bicycle safety in each state. The purpose of the assessments is to * identify and examine specific locations with documented or perceived problems with pedestrian and bicycle safety and access, * examine barriers to providing safe pedestrian and bicycle access to transportation infrastructure, and * develop and issue recommendations designed to effectively address specific safety and access issues and enhance pedestrian and bicycle safety in high-risk areas. DOT must maintain a national pedestrian and bicycle safety database that includes (1) a list of high-risk intersections, roads, and highways with a documented history of pedestrian or bicycle accidents or fatalities and details regarding those incidents; and (2) information on corrective measures that have been implemented at the state, local, or federal level to enhance pedestrian and bicyclist safety at those high-risk areas, including details on the nature and date of corrective action.

DOT shall require grant recipients who operates a rail fixed guideway public transportation system that is not subject to regulation by the Federal Railroad Administration to (1) develop a risk reduction program for assaults on rail workers to improve safety by reducing the number and severity of assaults on such workers; (2) submit the program to DOT for review and approval; and (3) implement the approved program. A grant recipient shall report to DOT any information on each assault on a transit worker for inclusion in the National Transit Database.

    Bikeshare Transit Act of 2019 This bill allows bikeshare projects to be eligible for federal funding. Specifically, the bill makes a bikeshare project eligible to be an associated transit improvement project, including projects that (1) facilitate a bicycle rental operation that makes bicycles available for public transportation, (2) allow riders to pick up and drop off bicycles, (3) serve a defined geographic area, and (4) facilitate the transit of individuals between various points in the area. Public transportation capital projects must include any project for the acquisition or replacement of bicycles and related equipment, including technology and vehicles needed to restock stations, and the construction of bicycle-related facilities to facilitate a bikeshare project. The bill also makes bikeshare projects eligible for funds if they shift traffic demand to non-peak hours or other transportation modes, increase vehicle occupancy rates, or otherwise reduce demand for roads.
