Oregon Wildlands Act This bill designates specified Bureau of Land Management (BLM) land in Oregon as the Rogue Canyon and Molalla National Recreation Areas. The bill adds specified segments to the Rogue River as components of the National Wild and Scenic Rivers System. Segment lengths and other technical corrections are made to segment designations for the Chetco River, Oregon. The Squaw Creek is renamed as Whychus Creek. The bill designates specified segments of * Franklin and Wasson Creeks as wild rivers and components of the Wild and Scenic Rivers System, and * the Molalla River as a recreational river and components of such system. Specified segments are added to the Elk River, and specified other river segments are designated as components of such system. The bill adds 59,512 acres of specified federal land to the Wild Rogue Wildernes. The bill designates 30,621 acres of certain Forest Service and BLM land in Oregon as the Devil's Staircase Wilderness and as a component of the National Wilderness Preservation System.

Oregon Recreation Enhancement Act This bill designates specified Bureau of Land Management land in Oregon as the Rogue Canyon and Molalla Recreation Areas. Approximately 59,512 acres of specified federal land are added to the Wild Rogue Wilderness in Oregon. Such recreation areas and lands are withdrawn from (1) entry, appropriation, or disposal under the public land laws; (2) location, entry, and patent under the mining laws; and (3) disposition under all laws pertaining to mineral leasing, geothermal leasing, or mineral materials. The bill also withdraws identified federally owned lands and interests within the Hunter Creek, Pistol River Headwaters, or the Rough and Ready and Baldface Creeks Mineral Withdrawal Proposal in Curry County and Josephine County, Oregon.

Southwestern Oregon Watershed and Salmon Protection Act This bill withdraws specified federal land in Curry and Josephine Counties in Oregon from (1) entry, appropriation, or disposal under the public land laws; (2) location, entry, and patent under the mining laws; and (3) operation under the mineral leasing and geothermal leasing laws. The bill revises the segment designations for the Chetco River in Oregon. The federal land within the boundaries of such segments of the Chetco River is withdrawn from (1) entry, appropriation, or disposal under the public land laws; (2) location, entry, and patent under the mining laws; and (3) operation under the mineral leasing and geothermal leasing laws.

This bill designates the community-based outpatient clinic of the Department of Veterans Affairs in Bend, Oregon, as the "Robert Maxwell VA Clinic."

This bill directs the Department of the Interior to convey specified lands in Oregon to the Burns Paiute Tribe. Interior must take such land into trust for the benefit of the tribe.

This bill nullifies the supplemental treaty between the United States and the Confederated Tribes and Bands of Indians of Middle Oregon signed in 1865. The treaty restricted the rights of tribal members to leave the reservation and imposed other conditions. The Department of the Interior has stated that the treaty has never been enforced by the federal government or Oregon.

Smith River National Recreation Area Expansion Act This bill expands the Smith River National Recreation Area in California into Oregon and designates specified segments of the North Fork Smith River as components of the National Wild and Scenic Rivers System (NWSRS). The management emphasis for any portion of the recreation area in Oregon shall be on roadless backcountry and white-water recreation. The Department of Agriculture (USDA) shall study the additions to the recreation area, including inventories and assessments of water features (e.g., streams and lakes). USDA shall modify any applicable management plan to protect the resources inventoried. USDA shall seek to enter into a memorandum of understanding with applicable Indian tribes to (1) provide them with access to the portions of the recreation area in Oregon to conduct historical and cultural activities; and (2) develop interpretive information to be provided to the public on the history of, and use of the area by, those tribes. On the adoption of a resolution by the State Land Board of Oregon, USDA shall acquire the 555 acres of land known as the Cedar Creek Parcel in Oregon. A streamside protection zone in which timber harvesting is prohibited (with exceptions) shall be established for each of the designated North Fork Smith River segments. The bill also designates a specified segment of the Smith River in Oregon as part of the NWSRS.

Devil's Staircase Wilderness Act of 2019 This bill designates approximately 30,621 acres of specified Forest Service and Bureau of Land Management land in Oregon as the "Devil's Staircase Wilderness" and as a component of the National Wilderness Preservation System. The bill also designates specified segments of Franklin and Wasson creeks in Oregon as components of the National Wild and Scenic Rivers System.

Sutton Mountain and Painted Hills Area Preservation and Economic Enhancement Act This bill designates the Sutton Mountain Wilderness, Pat's Cabin Wilderness, Painted Hills Wilderness, and Dead Dog Wilderness in Oregon as wilderness areas and components of the National Wilderness Preservation System. The Department of the Interior must provide an owner of private property within the boundary of a wilderness area designated by this bill adequate access to such property. The bill prescribes requirements for the Collins, Faulkner, Quant, and Twickenham Livestock LLC land exchanges in Oregon. The bill directs Interior to convey specified lands managed by the Bureau of Land Management to the city of Mitchell and Wheeler County in Oregon.

Molalla River Wild and Scenic Rivers Act This bill designates specified segments of the Molalla River in Oregon as components of the National Wild and Scenic Rivers System.
