Native American Business Outreach Act This bill requires the Small Business Administration to establish a Native American Outreach Program to provide assistance to (1) Native American communities, including Alaska Natives and Native Hawaiians; and (2) small business concerns owned by individuals in those communities or tribes.

Native American Language Vitalization Act This bill requires the Department of Education (ED) to establish the Native American Language Vitalization and Training Program, under which ED shall award grants to eligible institutions to promote the preservation, revitalization, relevancy, and use of Native American languages.

Native American Business Outreach Act of 2019 This bill requires the Small Business Administration to establish a Native American Outreach Program to provide assistance to (1) Native American communities, including Alaska Natives and Native Hawaiians; and (2) small business concerns owned by individuals in those communities or tribes.

Native American Indian Education Act This bill requires the Department of Education to pay Native American Indian-serving, nontribal institutions of higher education (IHEs) the tuition of their out-of-state Native American Indian students. The bill applies only to IHEs that are required to provide tuition-free education, with the support of their state, to Native American Indian students as a condition under which the IHE or state received its original grant of land and facilities from the federal government. Payments are treated as reimbursements to IHEs from their states.

Durbin Feeling Native American Languages Act of 2020 This bill directs the President to review whether federal agencies are in compliance with requirements to promote the use of Native American languages and make recommendations to improve interagency coordination to support the use of these languages. It also requires the Administration for Native Americans to survey the use of Native American languages in the United States.

The minimum number of enrollees in educational programs funded by grants is reduced from 10 to 5 enrollees in Native American language nests, which provide instruction through the use of a Native American language for children under the age of 7 and their parents. For survival schools, which are programs striving for fluency in a Native American language and proficiency in other academic fields, the minimum number of enrollees is reduced from 15 to 10. The bill increases the maximum duration of grants. The program is reauthorized through FY2024.

Interior must facilitate the establishment of relationships between grant recipients and educational institutions serving Native American communities.

Native American Seeds Protection Act of 2019 This bill requires the Government Accountability Office (GAO) to conduct a study on the protection of Native American seeds and traditional foods. Under the bill, sensitive tribal information gathered by the study shall be exempt from public disclosure requirements and shall be kept confidential by the GAO.

Native American Millennium Challenge Demonstration Act This bill requires the Department of the Interior to establish the Native American Millennium Challenge Demonstration Project to provide economic development assistance for Native Americans. Entities must enter into a five-year binding agreement with the United States to receive assistance. Among other elements, these agreements must contain a description of the specific objectives related to sustainable economic development and poverty reduction that the entity expects to achieve. Assistance shall be provided in the form of funding agreements and may not be provided as loans. Additionally, funds may not be used for regulated gaming activities.

Native American Business Incubators Program Act This bill establishes a grant program to provide business incubation and other business services to Native American entrepreneurs and businesses. (Sec. 4) Specifically, the bill requires the Department of the Interior to establish a grant program in the Office of Indian Energy and Economic Development for establishing and operating business incubators that serve Native American communities. A business incubator is an organization that (1) provides physical workspace and facilities resources to start-ups and established businesses, and (2) is designed to accelerate the growth and success of businesses through a variety of business support resources and services. Grant applicants may be institutions of higher education, private nonprofits, Native American tribes, or tribal nonprofits. Interior must issue a grant for a three-year term and may renew a grant for up to three more years. Grant recipients must generally provide a nonfederal contribution of at least 25% of the annual grant disbursement each year; however, Interior may waive this requirement under certain circumstances. Further, grant recipients must provide a nonfederal contribution of at least 33% of a grant renewal. (Sec. 6) Interior must facilitate the establishment of relationships between grant recipients and educational institutions serving Native American communities. (Sec. 7) Additionally, Interior must coordinate with the Department of Agriculture, the Department of Commerce, the Department of the Treasury, and the Small Business Administration to ensure that grant recipients have the information and materials needed to provide Native American businesses and entrepreneurs with assistance in applying for federal business and entrepreneurial development programs.

This resolution celebrates and honors the successes of American Indian, Alaska Native, and Native Hawaiian women and recognizes that policy and societal changes are needed to ensure these women can live safely and freely to realize their full potential.
