This resolution (1) expresses support for the democratically elected governments of Ukraine, Georgia, and Moldova and their integration into the European Union; (2) calls on Russia to cease its malicious activities against Ukraine, Georgia, and Moldova; and (3) encourages increased cooperation between these countries and the United States to counter Russian hostility in the region.

Keeping Russian Entrapments Minimal and Limiting Intelligence Networks Act or the KREMLIN Act This bill requires the Office of the Director of National Intelligence to report to Congress an assessment of Russia's political intentions, including (1) Russian leadership intentions in pursuing military scenarios against members of the North Atlantic Treaty Organization (NATO), (2) Russian leadership reactions to the European Reassurance Initiative, and (3) areas of possible joint cooperation between Russia and its Western adversaries.

This bill prohibits the use of federal funds to support or facilitate Russia's participation in a proceeding of the Group of Seven (a group consisting of the seven largest major advanced economies, as determined by the International Monetary Fund) or to reconstitute the Group of Eight to include Russia. (Russia was disinvited from the Group of Eight in 2014 after it occupied parts of Ukraine, including the Crimea region.) This prohibition shall terminate after * the Department of State and the Office of the Director of National Intelligence certify that Russia has halted all interference into the elections of certain countries, including the United States and other North Atlantic Treaty Organization (NATO) member states; * the State Department certifies that Russia has ended its occupation of Crimea and certain parts of Georgia; and * the State Department certifies that Russia is complying with its commitments and taking specified actions related to these areas.

Banking Transparency for Sanctioned Persons Act of 2019 This bill requires the Department of the Treasury to report semiannually on financial services provided to benefit a state sponsor of terrorism or specified sanctioned persons. Treasury may waive these reporting requirements with respect to a foreign financial institution if * the institution credibly assures Treasury that it will cease conducting transactions for such persons, or * the waiver is important to the national interest.
