    Presidential Library Donation Reform Act of 2019 This bill requires each presidential library fundraising organization to submit quarterly reports to the National Archives and Records Administration (NARA) on every contributor who gave the organization a contribution or contributions (whether monetary or in-kind) totaling $200 or more for the quarterly period. NARA shall publish such information on its website within 30 days after each quarterly filing. It shall be unlawful for contributors or fundraising organizations to knowingly and willfully submit false information or omit material information.

    Library Stabilization Fund Act of 2020 This bill establishes and provides funds for a Library Stabilization Fund to assist libraries with responding to and recovering from the coronavirus (i.e., the virus that causes COVID-19) pandemic. Specifically, the bill directs the Institute of Museum and Library Services (IMLS) to allocate funding to states, Indian tribes, and organizations that primarily serve and represent Native Hawaiians. From these allocated funds, the IMLS must also make emergency library relief grants to state library administrative agencies with approved five-year plans, Indian tribes, and organizations that primarily serve and represent Native Hawaiians. Additionally, the IMLS must allocate funding to carry out activities that strengthen the ability of libraries to provide services to communities affected by the coronavirus pandemic. The IMLS may enter into arrangements (e.g., grants and contracts) and other forms of assistance with libraries, library consortia and associations, and institutions of higher education to carry out these activities. Funds allocated by the bill may be used to provide support to libraries, such as by supporting general operations; paying staff; purchasing cleaning supplies; training library staff on the safe handling of library materials; providing access to computers and other technology; purchasing digital resources; expanding resources related to early education and literacy, distance learning, and workforce development training; and ensuring access to community services and activities.

    Public Library Innovation Space Act This bill requires the Institute of Museum and Library Services to carry out a program for making competitive grants to eligible partnerships (composed of a public library and an economic development corporation, a local government, a tribal government, a state government, an elementary or secondary school, a museum, an institution of higher education, a nonprofit organization, a corporation, and/or other entities) to establish makerspaces at public libraries. A makerspace is a facility (which may be at a fixed location or a mobile unit) that is open to the public and provides individuals with access to (1) tools, technology, and educational resources designed to enable such individuals to create physical goods, including prototypes; and (2) educational opportunities, including vocational training and assistance with early-stage business ventures. A partnership must contribute, for the activities for which the grant was awarded, nonfederal matching funds in an amount determined appropriate by the institute. Each eligible partnership that receives a grant may not use its grant funds, or the matching funds contributed by it, for construction activities at a public library that would provide extra square footage to house a makerspace.

The NPS shall (1) coordinate with the Historic Vehicle Association, American Motorcycle Heritage Foundation, and other appropriate organizations in order to invite owners of historic vehicles to participate in the register; and (2) develop criteria for the inclusion of historic vehicles on the register. When developing such criteria, the NPS shall consider whether a vehicle is (1) associated with an important event or a significant individual in automotive or U.S. history; (2) distinctive based on design, engineering, craftsmanship, or aesthetic value; or (3) of a particular type that was the first or last produced or among the most well-preserved or authentically restored examples of that type.
