This resolution condemns the February 2019 terrorist attack in India, offers deepest condolences to the family and friends of the victims and to India, reaffirms solidarity with the Indian people, and reaffirms the U.S. commitment to working with the government of India to combat terrorism.

Prioritizing Clean Energy and Climate Cooperation with India Act of 2020 This bill establishes the U.S.-India Clean Energy and Power Transmission Partnership, which shall serve as the primary forum and funding mechanism for U.S.-India cooperation on clean energy and energy transmission technology matters. The U.S. Agency for International Development and the Department of State shall report to Congress a comprehensive multiyear strategy for implementing the partnership. The bill requires programs to promote U.S.-India partnerships in (1) research and innovation for clean energy technologies and expanded power transmission and distribution, (2) initiatives for promoting clean energy technology financing in India, (3) initiatives for providing technical assistance for grid improvement and energy efficiency in India, and (4) initiatives to develop new renewable energy generation capacity in India. The U.S. government shall also work cooperatively with India's government on integrating scientifically supported climate change risk reduction and building resilience capacities in India. The President shall report to Congress on the scope and nature of U.S. participation in Mission Innovation, an India-led global initiative to increase the pace of clean energy innovation.

United States-India Enhanced Cooperation Act of 2019 This bill adjusts India's status, for the purposes of various restrictions and requirements related to the transfer of defense articles and services, so that it is similar to the status of U.S. allies such as Australia and Japan. Under current law, the President must notify Congress of the proposed transfer of certain defense articles or services to another country, and Congress typically has 30 days to pass a joint resolution to block the transfer. The bill specifies that such transfers to India are subject to only a 15-day window for Congress to block the transfer. The bill also authorizes the President to (1) reduce or waive certain administrative and research costs related to the sale of defense articles or services to India; and (2) provide to India services related to the transfer of defense articles or services, such as quality inspection, without charge. The bill expands existing annual reporting requirements relating to the U.S.-India defense partnership to include a description of the progress made in implementing existing agreements between the two countries, including the Defense Technology and Trade Initiative.

This resolution condemns the terrorist attack in India that killed 41 police. It supports the rights of religious and other minorities, reaffirms solidarity with the Indian people, and reiterates support for the strong U.S.-India strategic partnership.

This resolution condemns China's use of military force at the Line of Actual Control (i.e., the effective border between India and China) and supports a diplomatic solution that restores the line's demarcation in accordance with China's previous agreement with India. The resolution also commends India's efforts to secure its telecommunications infrastructure from Chinese security threats and expresses support for a strengthened U.S. partnership with India.

This joint resolution prohibits the proposed export of various defense articles and related support services to India, Israel, South Korea, and Saudi Arabia, as described in Executive Communication 1417 and published in the Congressional Record on June 3, 2019.

Gandhi-King Scholarly Exchange Initiative Act This bill establishes (1) a professional exchange program between the United States and India with a focus on the legacies of Martin Luther King Jr. and Mohandas Gandhi, (2) a development training initiative based on principles of nonviolence, and (3) a foundation to address development priorities in India. Specifically, the bill establishes a professional exchange program comprised of both an annual educational forum for scholars from the United States and India, as well as an undergraduate, graduate, and post-graduate student exchange for students in the United States and India. The bill also establishes a professional development training initiative on conflict resolution tools based on the principles of nonviolence. Further, the bill establishes the United States-India Gandhi-King Development Foundation to identify development priorities in India (e.g., pollution and climate change, education, and tuberculosis) and administer competitively awarded grants to nongovernmental entities to address those priorities.

This resolution expresses support for Kashmiri self-determination and calls on India to uphold human rights standards in Kashmir and Jammu. The resolution also urges India and Pakistan to settle territorial disputes without the use of force.

This resolution celebrates the life and accomplishments of Bhimrao Ramji Ambedkar, an Indian politician and jurist who campaigned against social discrimination and drafted the Constitution of India. The resolution also recognizes equality, justice, and liberty as essential rights.
