The bill expands the work opportunity tax credit to include the hiring of employees who receive Social Security Disability Insurance (SSDI) benefits. For employers who hire vocational rehabilitation referrals, Supplemental Security Income recipients, or SSDI recipients, the bill also (1) increases the amount of wages that may be taken into account for the credit, and (2) allows an additional credit for second-year wages. With respect to the tax credit for expenditures by eligible small businesses to provide access to disabled individuals, the bill increases the limits that apply to (1) the amount of expenditures that are eligible for the credit, and (2) the gross receipts and full-time employees of eligible small businesses. The bill also expands the tax deduction for expenditures to remove architectural and transportation barriers to the handicapped and elderly. The bill modifies the deduction to (1) increase limitation on the amount of the deduction, and (2) allow the deduction to be used for certain improvements in the accessibility of Internet or telecommunications services to handicapped and elderly individuals.

    Emergency Housing Protections and Relief Act of 2020 This bill addresses various housing issues in response to the COVID-19 (i.e., coronavirus disease 2019) public health emergency, including housing assistance programs and moratoriums on evictions and foreclosures. The bill authorizes additional housing assistance, including rental assistance, for (1) low-income individuals with families, including those who are homeless or at risk of homelessness; (2) the elderly; (3) individuals with disabilities; and (4) rural renters. In addition, the bill establishes a 12-month moratorium on evictions covering all tenants, whereas the previously enacted moratorium covered only tenants of federally assisted properties. Similarly, the bill establishes a 12-month moratorium on foreclosures that covers all tenants, whereas the previously enacted moratorium covered only federally backed mortgages. The bill also establishes an automatic 60-day forbearance (i.e., suspension of mortgage payments) for a single-family mortgage that becomes delinquent by 60 days during the public health emergency. Under current law, the borrower must request a forbearance. This automatic forbearance also applies to certain reverse mortgages. The bill extends the maximum period of forbearance for multifamily mortgages from 90 days to 12 months. Additionally, the bill establishes a six-month moratorium on the repossession of personal property used as a dwelling. The bill also provides additional bankruptcy protections by (1) increasing the homestead exemption (generally, the equity in a residence that is protected from creditors in a bankruptcy proceeding) from $15,000 to $100,000, and (2) expanding eligibility for Chapter 13 bankruptcy.

    Disability Integration Act of2019 This bill prohibits government entities and insurance providers from denying community-based services to individuals with disabilities that require long-term service or support that would enable such individuals to live in the community and lead an independent life. Specifically, these entities may not discriminate against such individuals in the provision of community-based services by such actions as imposing prohibited eligibility criteria, cost caps, or waiting lists or failing to provide a specific community-based service. Additionally, community-based services must be offered to individuals with such disabilities prior to institutionalization. Institutionalized individuals must be notified regularly of community-based alternatives. The bill requires the Department of Justice and the Department of Health and Human Services (HHS) to issue regulations requiring government entities and insurance providers to offer community-based long-term services to individuals with such disabilities who would otherwise qualify for institutional placement. Government entities must ensure sufficient availability of affordable, accessible, and integrated housing that is not a disability-specific residential setting or a setting where services are tied to tenancy. Regulations shall also (1) require government entities and insurance providers to perform self-evaluation on current services, policies, and practices and concerning compliance with requirements of this bill; and (2) require government entities to submit a transition plan. HHS must determine annually whether each government entity is complying with the transition plan and must increase funding for those in compliance. The bill allows civil actions by individuals subjected to, or about to be subjected to, a violation of its requirements.
