    Medicaid Services Investment and Accountability Act of 2019 This bill alters several Medicaid programs and funding provisions. (Sec. 2) The bill temporarily extends the applicability of Medicaid eligibility criteria that protect against spousal impoverishment for recipients of home- and community-based services. (Sec. 3) The bill also establishes a state Medicaid option to provide for medical assistance with respect to coordinated care provided through a health home (i.e., a designated provider or team of health-care professionals) for children with medically complex conditions. States must determine payment methodologies in accordance with specified requirements; payments also temporarily qualify for an enhanced federal matching rate. (Sec. 4) The bill also temporarily extends the Medicaid demonstration program for certified community behavioral health clinics. (Sec. 5) The bill increases funding available to the Money Follows the Person Rebalancing Demonstration Program. (Under this program, the Centers for Medicare & Medicaid Services may award grants to state Medicaid programs to assist states in increasing the use of home and community care for long-term care and decreasing the use of institutional care.) (Sec. 6) Further, drug manufacturers with Medicaid rebate agreements for covered outpatient drugs must disclose drug product information. Manufacturers are subject to civil penalties for knowingly misclassifying drugs. Manufacturers are also required to compensate for rebates that were initially underpaid as a result of misclassification (whether or not such misclassification was committed knowingly).

The bill also permanently allows physical therapists, occupational therapists, and speech-language pathologists to provide telehealth services under Medicare, and includes specified therapy services as eligible Medicare telehealth services. (Currently, the Centers for Medicare & Medicaid Services is authorized to waive requirements for Medicare telehealth services during the public health emergency relating to COVID-19, and it has done so to allow all providers that are otherwise eligible to furnish in-person services under Medicare to also furnish telehealth services.)

The bill makes cottage homes eligible for foster care maintenance payments.

    Recruiting in Underserved Rural Areas and Localities for Veterans Act or the RURAL Veterans Act This bill addresses the recruitment of Department of Veterans Affairs (VA) health care professionals in rural areas. Specifically, the bill requires the VA to establish the Office of Rural Recruitment to improve the recruitment of health care professionals for rural and highly rural community-based outpatient clinics and medical centers of the VA. The bill also requires the director of each Veterans Integrated Service Network that contains at least one rural or highly rural community-based outpatient clinic to annually develop and maintain a strategy to recruit health care professionals. The Office of Rural Recruitment shall conduct a study on the feasibility of a scholarship program for health care professionals to attend the Uniformed Services University of the Health Sciences in exchange for service as full-time employees at a rural or highly rural community-based outpatient clinic or medical center of the VA for a specified period of time. The VA shall establish the Rural Health Quality and Access Fellowship program to provide fellowships to health care professionals at the graduate or post-graduate level who serve on a short-term basis as full-time employees at a rural or highly rural community-based outpatient clinic or medical center of the VA and conduct research on (1) improving the quality of rural health care, (2) access to health care in rural areas, and (3) recruitment and retention of health care professionals in rural areas.
