Bill Summary

This legislation, called the "Recruiting in Underserved Rural Areas and Localities for Veterans Act" or the "RURAL Veterans Act", aims to improve the recruitment of health care professionals for rural and highly rural community-based outpatient clinics and medical centers within the Department of Veterans Affairs. It directs the Secretary of Veterans Affairs to establish an office called the "Office of Rural Recruitment" to oversee this effort. The office will be led by a director who will work with the directors of each community-based clinic and medical center to assess the hiring needs and determine the efficacy of hiring incentives. The office will also develop a national plan to recruit health care professionals for these rural areas and provide resources to support the recruitment efforts. The legislation also requires the directors of each Veterans Integrated Service Network to develop and maintain a strategy for recruiting health care professionals in their rural community-based clinics. The Secretary is also required to conduct a study on the feasibility of a scholarship program for health care professionals to attend the Uniformed Services University of the Health Sciences in exchange for service at a rural clinic. Additionally, the Secretary is directed to establish a fellowship program for health care professionals to conduct research on improving the quality of rural health care, access to healthcare in rural areas, and recruitment and retention of health care professionals in rural areas.

Possible Impacts

1. The legislation could lead to better recruitment and retention of health care professionals in rural areas, improving access to healthcare for veterans in those regions.
2. The establishment of a scholarship program and fellowship program could incentivize and support more health care professionals to work in rural areas, potentially improving the quality of healthcare in those areas.
3. The study on the feasibility of a scholarship program could also lead to recommendations for improved funding and operations, potentially affecting the budget and resources allocated towards rural healthcare.
