Maritime Washington National Heritage Area Act This bill establishes the Maritime Washington National Heritage Area in the state of Washington. The Washington Trust for Historic Preservation shall be the local coordinating entity for the area and shall prepare and submit a management plan for it.

St. Croix National Heritage Area Act This bill establishes the St. Croix National Heritage Area in St. Croix, U.S. Virgin Islands. The bill designates the Virgin Islands State Historic Preservation Office as the local coordinating entity. The preservation office shall prepare and submit a management plan for the heritage area for the protection, enhancement, and interpretation of its resources.

Appalachian Forest National Heritage Area Act of 2019This bill establishes the Appalachian Forest National Heritage Area to include specified counties in Maryland and West Virginia. The bill designates the Appalachian Forest Heritage Area, Inc., as the local coordinating entity for the area and requires it to submit a plan that provides for the management and conservation of the cultural, natural, historical, educational, scenic, and recreational resources of the area.

National Heritage Area Act This bill requires a standard for the designation of National Heritage Areas. The bill establishes a National Heritage Area System through which the Department of the Interior may furnish technical and financial assistance to local coordinating entities to support the establishment, development, and continuity of the National Heritage Areas. Such system shall be composed of * each existing National Heritage Area, National Historic District, National Heritage Corridor, National Heritage Canalway, Cultural Heritage Corridor, and National Heritage Partnership designated by Congress; and * each National Heritage Area designated by Congress after enactment of this bill, unless the law designating the area exempts that area from the system by specific reference to this bill. Under the system, Interior shall * review and approve management plans for heritage areas, and * submit to Congress reports on the activities conducted with respect to such areas. Interior may carry out or review a study that assesses the suitability and feasibility of each proposed heritage area. Interior must review and certify whether a study conducted by others determines an area meets specified requirements, including that it has natural, historic, and cultural resources that represent distinctive aspects of the heritage of the United States. The bill declares that a heritage area may be designated only by an Act of Congress. Management plans must be developed for heritage areas designated under this bill.

National Heritage Area Act of 2020 This bill establishes a National Heritage Areas System to recognize certain areas of the United States that tell nationally significant stories and to conserve, enhance, and interpret the areas' natural, historic, scenic, and cultural resources that illustrate significant aspects of U.S. heritage, and authorizes appropriations through FY2034 for each National Heritage Area. Through such system, the Department of the Interior may provide technical and financial assistance to local coordinating entities to support the establishment, development, and continuity of such areas. The local coordinating entity of a National Heritage Area, not later than three years after the area is included in the National Heritage Area System, shall submit to Interior a management plan for approval. Interior, not later than one year before the authorization for federal funding expires for a National Heritage Area, shall (1) conduct an evaluation of the accomplishments of that area, and (2) submit a report detailing the evaluation to specified congressional committees. Based upon the evaluation, Interior shall prepare a report with recommendations for the National Park Service's continued role, if any, with respect to the area. Interior may carry out or certify a study to assess the suitability and feasibility of designating a specific geographic area as a National Heritage Area to be included in the National Heritage Area System. The bill (1) spells out the duties and authorities of the local coordinating entities, and (2) sets forth cost-sharing requirements.

Nation's Oldest Port National Heritage Area Act This bill establishes the Nation's Oldest Port National Heritage Area in Florida. Such heritage area shall include natural watersheds in Nassau, Duval, St. Johns, and Flagler Counties. The Nation's Oldest Port Heritage Area Alliance, Inc., shall serve as the coordinating entity for the heritage area and shall develop a management plan for it.

Southern Maryland National Heritage Area Act This bill establishes the Southern Maryland National Heritage Area in Maryland. The heritage area shall include portions of St. Mary's, Calvert, Charles, and Prince George's Counties in Maryland, with the specific boundaries to be established by the Department of the Interior, based on the feasibility study for the heritage area. The Tri-County Council for Southern Maryland shall serve as the local coordinating entity for the heritage area. The council shall submit a management plan for the heritage area.

Southern Maryland National Heritage Area Act This bill establishes the Southern Maryland National Heritage Area in Maryland. Steel Valley National Heritage Area Act This bill establishes the Steel Valley National Heritage Area in Ohio or Pennsylvania, as appropriate.

Great Dismal Swamp National Heritage Area Act This bill directs the Department of the Interior to assess the suitability and feasibility of designating a study area comprised of cities and counties in Virginia and counties in North Carolina as a National Heritage Area to be known as the Great Dismal Swamp National Heritage Area. The study shall include analysis, documentation, and determinations on whether the study area (1) has an assemblage of natural, historic, and cultural resources that represent distinctive aspects of the people and culture of the United States; and (2) are worthy of recognition, conservation, interpretation, and continuing use.

Bronzeville-Black Metropolis National Heritage Area Act This bill establishes the Bronzeville-Black Metropolis National Heritage Area in Chicago, Illinois. The Black Metropolis National Heritage Area Commission shall be the local coordinating entity for the heritage area and shall submit a management plan for the heritage area. The authority of the Department of the Interior to provide financial assistance to the heritage area expires 15 years after the enactment of this bill.

Bronzeville-Black Metropolis National Heritage Area Act This bill establishes the Bronzeville-Black Metropolis National Heritage Area in Chicago, Illinois. The Black Metropolis National Heritage Area Commission shall be the local coordinating entity for the heritage area and shall submit a management plan for the heritage area. The authority of the Department of the Interior to provide financial assistance to the heritage area expires 15 years after the enactment of this bill.

Susquehanna National Heritage Area Act This bill establishes the Susquehanna National Heritage Area in Pennsylvania, which shall include Lancaster and York counties.

Sacramento-San Joaquin Delta National Heritage Area Act This bill establishes the Sacramento-San Joaquin Delta National Heritage Area in California. The Delta Protection Commission is designated as the local coordinating entity for the heritage area. The commission shall submit a proposed management plan for the heritage area to the Department of the Interior for approval. The management plan shall not be approved until Interior has received certification from the commission that the Delta Stewardship Council has reviewed such plan for consistency with the plan adopted by the council pursuant to state law.

Sacramento-San Joaquin Delta National Heritage Area Act This bill establishes the Sacramento-San Joaquin Delta National Heritage Area in California. The Delta Protection Commission is designated as the local coordinating entity for the heritage area. The commission shall submit a proposed management plan for the heritage area to the Department of the Interior for approval. The management plan shall not be approved until Interior has received certification from the commission that the Delta Stewardship Council has reviewed such plan for consistency with the plan adopted by the council pursuant to state law.

Alabama Black Belt National Heritage Area Act This bill establishes the Alabama Black Belt National Heritage Area in Alabama, consisting of land in Bibb, Bullock, Butler, Choctaw, Clarke, Conecuh, Dallas, Greene, Hale, Lowndes, Macon, Marengo, Monroe, Montgomery, Perry, Pickens, Sumter, Washington, and Wilcox Counties. The Center for the Study of the Black Belt at the University of West Alabama shall prepare and submit a management plan for the heritage area.

Alabama Black Belt National Heritage Area Act This bill establishes the Alabama Black Belt National Heritage Area in Alabama, consisting of land in Bibb, Bullock, Butler, Choctaw, Clarke, Conecuh, Dallas, Greene, Hale, Lowndes, Macon, Marengo, Monroe, Montgomery, Perry, Pickens, Sumter, Washington, and Wilcox Counties. The Center for the Study of the Black Belt at the University of West Alabama shall prepare and submit a management plan for the heritage area.

Ka'ena Point National Heritage Area Act This bill directs the Department of the Interior to conduct a study to assess the suitability and feasibility of designating Honolulu County, Hawaii, as a National Heritage Area, to be known as the Ka'ena Point National Heritage Area.

Finger Lakes National Heritage Area Study Act This bill directs the Department of the Interior to assess the suitability and feasibility of designating specified counties and other areas in the state of New York as the Finger Lakes National Heritage Area.

Kentucky Wildlands National Heritage Area Study Act This bill directs the Department of the Interior to conduct a study to assess the suitability and feasibility of designating a specified study area, composed of certain counties in Kentucky and other areas of Kentucky that have similar aspects to those areas and are adjacent to or in their vicinity, as the Kentucky Wildlands National Heritage Area.

Kentucky Wildlands National Heritage Area Study Act This bill directs the Department of the Interior to conduct a study to assess the suitability and feasibility of designating a specified study area, composed of certain counties in Kentucky and other areas of Kentucky that have similar aspects to those areas and are adjacent to or in their vicinity, as the Kentucky Wildlands National Heritage Area.

Chaco Cultural Heritage Area Protection Act of 2019 This bill withdraws any federal lands and interests that are within the boundaries of the Chaco Cultural Heritage Withdrawal Area and any land or interest located in such area which is acquired by the United States after enactment of this bill from * entry, appropriation, and disposal under the public land laws; * location, entry, and patent under the mining laws; and * operation of the mineral leasing, mineral materials, and geothermal leasing laws. The Department of the Interior may convey the federal lands to, or exchange such lands with, an Indian tribe in accordance with an approved resource management plan. Certain oil and gas leases for federal lands on which drilling options have not started before the end of the primary term of the applicable lease and that are not producing oil or gas in paying quantities * must terminate by operation of law pursuant to the Mineral Leasing Act and federal regulations, and * may not be extended by Interior. Any portion of federal land subject to such a lease that has been terminated, relinquished, or acquired by the United States shall also be withdrawn as described above.

Brown v. Board of Education National Historic Site Expansion Act This bill expands the Brown v. Board of Education National Historic Site currently located in Topeka, Kansas, to include additional sites in Clarendon County, South Carolina, and establishes as affiliated areas specified sites in Farmville, Virginia; Wilmington and Hockessin, Delaware; and the District of Columbia.
