The website must be (1) directly accessible from the main VA website and the main websites of each VA medical center, and (2) understandable and usable by the general public. The VA must implement a self-auditing process to assess the accuracy and completeness of the data available on the website and must enter an agreement for the Inspector General of the VA (or other entity) to validate the audits. Additionally, the Government Accountability Office shall review the website to assess the VA's compliance and to provide recommendations on how to improve the website.

    Ensuring Seniors' Access to Quality Care Act This bill repeals certain restrictions under Medicare and Medicaid that prohibit the approval of nurse-aide training and competency evaluation programs in skilled nursing facilities that have been subject to specified regulatory actions (e.g., civil penalties) for substandard quality of care. The Centers for Medicare & Medicaid Services (CMS) must still disapprove such programs for up to two years; however, the CMS must rescind the disapproval upon completion of corrective action and may require additional oversight of the program for purposes of rescission. The bill also allows Medicaid and Medicare providers (e.g., skilled nursing facilities) to access, through the National Practitioner Data Bank, disciplinary information for affiliated physicians and other health care practitioners, as reported by state licensing authorities.

  • Maternal Health Quality Improvement Act of 2020

    Excellence in Maternal Health Act of 2020 This bill expands initiatives to address maternal health in rural areas and promote innovation in the field. Specifically, the bill requires the Department of Health and Human Services (HHS) to establish rural obstetric networks for improving outcomes in birth and maternal morbidity through collaboration, training, and program evaluation. HHS also must award demonstration program grants to (1) train physicians, medical residents, and other practitioners to provide maternal and obstetric services in rural communities; and (2) support academic programs that develop or provide training to improve maternal care in rural areas. Further, the bill adds maternal health services as part of the telehealth network and telehealth resource centers grant programs. The bill also makes a series of changes to the research and reporting requirements of HHS with respect to data on maternal health outcomes. Additionally, the bill establishes grants to (1) develop best practices to reduce preventable maternal mortality; (2) train health care professionals about reducing and preventing discrimination when providing maternal health services; (3) support perinatal quality collaboratives in states, tribes, or tribal organizations to improve perinatal care and health outcomes for pregnant and postpartum women; and (4) establish evidence-informed, integrated health care services for pregnant and postpartum women and their infants. HHS also must contract with an independent research organization to study and make recommendations to accredited school training programs about discrimination and implicit and explicit biases.

The IHS, the VA, and tribal health programs, in consultation with impacted tribes, must enter into a memorandum of understanding that authorizes the IHS or a tribal health program to pay such copayments unless it would decrease the quality of, or access to, health care for individuals receiving care from the IHS or the VA.The IHS and the VA must report on veterans who are eligible for IHS assistance and have received care from the VA.

The Centers for Medicare & Medicaid Services must also distribute funds to allow states to establish strike teams that may be deployed to SNFs and NFs within 72 hours of three or more COVID-19 diagnoses to help separate those who have been exposed, supervise testing, and ensure enforcement of whistleblower protections, among other needs. Teams must include members of the National Guard, public health officials, medical experts, and representatives of residents and workers.
