Energy Innovation Corps This bill requires the Department of Energy (DOE) to carry out the Energy Innovation Corps Program. Under the program, DOE must help participants of the program develop skills and accelerate the commercial application of clean energy technologies and other technologies related to DOE's mission. Employees at DOE's national laboratories as well as researchers, students, and clean energy entrepreneurs may participate in the program.

Integrated Energy Systems Act of 2019 This bill directs the Department of Energy (DOE) to establish an integrated energy systems program to (1) maximize energy production and efficiency; (2) develop energy systems involving the integration of nuclear energy with renewable energy, fossil energy, and energy storage; and (3) expand the use of emissions-reducing energy technologies into nonelectric sectors to achieve significant reductions in environmental emissions. DOE must establish quantitative goals and milestones for the program.

Integrated Energy Systems Act of 2020 This bill directs the Department of Energy (DOE) to establish an Integrated Energy Systems Program. Under the program, DOE must maximize energy production and efficiency. In addition, DOE must develop energy systems involving the integration of nuclear energy with renewable energy, fossil energy, and energy storage. Finally, DOE must expand the use of emissions-reducing energy technologies into nonelectric sectors to achieve significant reductions in environmental emissions.

Streamlining Energy Efficiency for Schools Act This bill directs the Department of Energy's Office of Energy Efficiency and Renewable Energy to act as the lead agency for coordinating and disseminating information on existing programs and assistance that may be used to help initiate, develop, and finance energy efficiency, renewable energy, and energy retrofitting projects for schools.

Energy Diplomacy Act of 2019 This bill authorizes the Department of State to establish an Assistant Secretary of State for Energy Resources position. The bill also directs the State Department to ensure there are sufficient personnel dedicated to handling energy-related issues, such as (1) formulating policies to advance U.S. energy security interests, (2) providing analysis of the national security implications of global energy and environmental developments, and (3) coordinating energy-related activities with other federal agencies. The Coordinator for International Energy Affairs position in the State Department shall be eliminated.

Energy Emergency Leadership Act This bill requires the Secretary of Energy to assign energy emergency and energy security functions to an Assistant Secretary, including responsibilities with respect to infrastructure and cybersecurity. The Department of Energy must ensure that such functions are performed in coordination with relevant federal agencies.

Investing in State Energy Act This bill requires the Department of Energy to distribute funds for the Weatherization Assistance Program and the state energy assistance program within 60 days of Congress making the funds available for such programs. The Weatherization Assistance Program reduces energy costs for low-income households by increasing the energy efficiency. The State Energy Program supports state energy conservation plans and energy emergency planning and response.

Renewable Energy Certainty Act This bill authorizes federal agencies to enter into contracts for the acquisition of energy generated from renewable energy sources or from cogeneration facilities for a period of up to 30 years. The Federal Energy Management Program shall publish a standardized energy purchase agreement that agencies may use for such an acquisition.

Clean Energy Standard Act of 2019 This bill addresses clean energy standards. Among other things, the bill * requires retail electricity suppliers to sell a certain quantity of clean electric energy; * establishes a federal clean energy credit trading program; * subjects retail electricity suppliers to civil penalties for noncompliance with requirements; * establishes a state energy efficiency, clean energy deployment, and electric bill reduction program; * requires the Department of Energy (DOE) to facilitate coordination between the federal clean energy program and state clean and renewable energy programs; * requires the National Academy of Sciences to periodically evaluate all aspects of the federal clean energy standard; and * directs DOE to establish a program for the research, development, demonstration, and deployment of clean energy technologies and portfolios.

Renewable Energy Jobs Act This bill directs the Department of Labor to establish a pilot program to award competitive grants to certain eligible entities (i.e., renewable energy and energy efficiency employers and workforce development boards as primary entities and institutions of higher education, nonprofit organizations, and labor organizations as secondary entities) to train individuals for careers in the renewable energy and energy efficiency industries.

Increasing and Mobilizing Partnerships to Achieve Commercialization of Technologies for Energy Act or theIMPACT for Energy Act This bill requires the Department of Energy to establish a nonprofit corporation named the IMPACT for Energy Foundation to channel private sector investment into commercial innovative technologies in energy. The foundation may establish one or more for-profit subsidiaries, including an impact investment fund to (1) stimulate economic development activities, and (2) attract for-profit investment partners for technology translation and commercialization activities.

Regional Clean Energy Innovation Act This bill requires the Department of Energy to establish an Office of Advanced Clean Energy Technologies to manage a network of Regional Energy Innovation and Development Institutes (REIDIs) that accelerate clean energy innovation in the post-research stage. The termREIDIsmeans partnerships between governments, academic institutions, businesses, DOE national laboratories, and other clean energy entities that advance the development of early-stage innovations and support after proof concept to help clean energy innovations reach viability for commercial demonstration and deployment.

Energy Savings and Industrial Competitiveness Actof 2019 This bill revises a variety of programs to encourage energy efficiency in buildings, industry, and the federal government, including by encouraging * energy efficiency in residential, commercial, federal, or school buildings; * energy-efficient technologies and processes for industrial applications; * sustainable manufacturing; * energy-efficient electric motors or transformers; or * federal use of energy-efficient and energy-saving information technologies.

This bill requires the Department of Energy to establish and report on a pilot program to award grants for providing nonprofit buildings with energy-efficiency materials.

Planning for American Energy Act of 2019 This bill requires the Department of the Interior to develop and publish a quadrennial federal onshore energy production strategy for energy development and department resource allocation in order to promote the energy security and national security of the United States.

American Energy Opportunity Act of 2019 This bill establishes a process for expediting and standardizing the permitting process for certain distributed energy systems. The bill defines such systems as equipment or materials installed in, on, or near a building to support onsite or local energy use, such as solar energy, batteries, and charging systems for electrical vehicles. Specifically, the Department of Energy (DOE) must establish or designate a Distributed Energy Opportunity Board to carry out a voluntary program to (1) expedite the process for local permitting and inspection of qualifying distributed energy systems, and (2) facilitate the certification of distributed energy system installers. In addition, DOE must recognize and certify communities as Distributed Energy Opportunity Communities if they adopt and implement a permit-to-build protocol that is established by the board. DOE may award grants to encourage communities to adopt the protocol and standardized inspection processes established by the board.

Energy Efficient Government Technology Act This bill sets forth requirements with respect to increasing the energy efficiency of information technologies and data centers within the federal government. Specifically, this bill requires each federal agency to coordinate with the Office of Management and Budget, the Department of Energy (DOE), and the Environmental Protection Agency to develop an implementation strategy for the maintenance, purchase, and use of energy-efficient and energy-saving information technologies at or for federally owned and operated facilities. DOE must (1) maintain a data center energy practitioner program that leads to the certification of energy practitioners qualified to evaluate the energy usage and efficiency opportunities in federally owned and operated data centers; and (2) establish an open data initiative to make information about federal data center energy usage available and accessible in a manner that encourages data center innovation, optimization, and consolidation.

Clean Energy Grid Act of 2019 This bill directs the Department of Energy (DOE) to address the integration of clean distributed energy into electric grids. Clean distributed energy means energy (e.g., solar and wind energy) that is generated on or near customer sites and interconnected with the electric grid. Specifically, DOE must * study the status of integration of clean distributed energy into electric grids, * identify issues requiring additional research or regulatory development, * make grants for research proposals that address technical barriers identified in the study, * establish and distribute to states best practices to encourage the integration of clean distributed energy into the grid, and * convene a working group of stakeholders to address regulatory barriers to deployment of intelligent grid integration of clean distributed energy technologies. DOE may make grants to implement integration demonstration projects.

Energy Cybersecurity Act of 2019 This bill directs the Department of Energy (DOE) to develop advanced cybersecurity applications and technologies for the energy sector. DOE shall * advance the security of field devices and third-party control systems; * leverage electric grid architecture as a means to assess risks to the energy sector, including by implementing an all-hazards approach to communications infrastructure, control systems architecture, and power systems architecture; * perform pilot demonstration projects with the energy sector to gain experience with new technologies; and * develop workforce development curricula for energy sector-related cybersecurity. DOE may also implement within the energy sector cybertesting and cyberresilience programs that target * DOE emergency response capabilities, * cooperation with the intelligence communities for energy sector-related threat collection and analysis, * enhancing the tools of DOE and the Electricity Sector Information Sharing and Analysis Center (ES-ISAC) for monitoring the status of the energy sector, * expanding industry participation in ES-ISAC, and * technical assistance to small electric utilities to assess cybermaturity posture. DOE must develop an advanced energy security program that secures diverse energy networks in order to increase the functional preservation of the electric grid operations or natural gas and oil operations in the face of natural and human-made threats and hazards, including electric magnetic pulse and geomagnetic disturbances. DOE shall study alternative management structures and funding mechanisms to expand industry membership and participation in ES-ISAC.

Tribal Energy Reauthorization Act This bill reauthorizes through FY2031 certain energy grant programs and otherwise revises the activities of the Office of Indian Energy Policy and Programs within the Department of Energy. Specifically, the office must * consider the fiscal ability of an Indian tribe, intertribal organization, or tribal energy development organization to meet cost-sharing requirements for energy projects; * give priority to partnering with state and local organizations when providing technical assistance to tribes; * designate a liaison to ensure that tribes are aware of federal grants and funding opportunities; and * develop an energy strategy for tribes in the Arctic to address climate change. The bill also authorizes the office to provide grants for providing or expanding electricity to the homes of members of tribes that are acquired, constructed, or improved with federal funds. Currently, such grants may only be used to provide electricity on Indian land.

Promoting American Energy Jobs Act of 2019 This bill requires the Department of Energy to establish an Energy Jobs Council to (1) conduct a survey of employers in the energy, energy efficiency, and motor vehicle sectors of the U.S. economy; (2) preform an analysis of the employment figures and demographics in those sectors; and (3) publish a U.S. Energy and Employment Report that is based on the survey and analysis.
