Specifically, the bill allows the office to exercise, for up to six months, the expedited hiring authorities that are afforded to temporary organizations. The office may also hire up to 25 retired governmental employees; such retirees may continue to receive their pensions.

In addition, the Department of Transportation must award grants to entities in disadvantaged and underserved communities for infrastructure projects that create connected, economically prosperous, and environmentally healthy communities. Further, the Department of Labor must provide grants to workforce development boards and industry partnerships for job training programs to train certain groups, such as individuals with barriers to employment, for jobs in targeted infrastructure industries. The bill also establishes the Buy America Bureau within the Department of Commerce to oversee project compliance with existing laws that require the use of U.S.-made materials in certain federally funded projects.

    Helping Infrastructure Restore the Economy Act or the HIRE Act This bill requires certain federal agencies, including 10 departments, to be abolished or relocated outside the National Capital region. The bill designates a state for the new location of each department. The Office of Management and Budget and the General Services Administration must, for each agency, develop a proposal to relocate the agency to an area that has experienced economic distress. Relocation proposals must include three proposed locations in one state. Locations may not be within 30 miles of a city that has a population of more than 800,000. States may select a location for a relocating agency from the proposed locations. The bill requires relocations to take place within 10 years of the selection of a location and provides penalties for failure to relocate. Federal courts are denied jurisdiction over a case or controversy in which a party challenges a selection or action taken under this bill.

The bill also extends until December 31, 2020, the designation period for certain tax-favored empowerment zones.
