    Never Again Education Act This bill creates the Holocaust Education Assistance Program Fund for the Department of Education (ED) to (1) award grants to eligible entities to carry out Holocaust education programs, and (2) conduct periodic regional workshops to provide teachers with technical assistance on how to incorporate Holocaust education within state and local education standards. The fund may accept donations and in-kind contributions. ED shall (1) create and maintain a Holocaust education program website containing resources for middle grades and high schools; and (2) establish the Holocaust Education Advisory Board to advise on developing application criteria for the fund's grants, to advise on content for the Holocaust education program website, and to lead efforts to solicit donations for the fund.

    Native American Education Opportunity Act This bill addresses education savings account programs and charter schools for tribal students. Specifically, the bill requires the Department of Education, at the request of federally recognized Indian tribes, to provide funds to such tribes for tribal-based education savings account programs. Tribes must use such funds to award grants to education savings accounts for students who (1) attended or will be eligible to attend a school operated by the Bureau of Indian Education (BIE); or (2) will not be attending a school operated by the BIE, receiving an education savings account from another tribe, or attending public elementary or secondary school while participating in the program. Funds may be used for items and activities such as costs of attendance at private schools, private tutoring and online learning programs, textbooks, educational software, or examination fees. The Government Accountability Office must review the implementation of these education savings account programs, including any factors impacting increased participation in such programs. Additionally, the bill authorizes the BIE to approve and fund charter schools at any school that it operates or funds.

    States' Education Reclamation Act of 2019 This bill abolishes the Department of Education (ED) and repeals any program for which it has administrative responsibility. The Department of the Treasury shall provide grants to states, for FY2019-FY2027, for elementary, secondary, and postsecondary education purposes permitted by state law. The level of funding is set at the amount provided to states for federal elementary and secondary education programs and the amount provided for federal postsecondary education programs, respectively, for FY2012, minus the funding provided for education programs that this Act transfers to other federal agencies. States must contract for an annual audit of their expenditures or transfers of grant funds. Program administrative responsibility and delegation of authority are transferred as follows: * ED's job training programs to the Department of Labor, * each special education grant program under the Individuals with Disabilities Education Act to the Department of Health and Human Services (HHS), * ED's Indian Education programs to the Department of the Interior, * each Impact Aid program under the Elementary and Secondary Education Act of 1965 to the Department of Defense, * the Federal Pell Grant program and each federal student loan program to Treasury, and * programs under the jurisdiction of the Institute of Education Sciences or the D.C. Opportunity Scholarship Program to HHS.

    Remedial Education Improvement Act This bill requires the Department of Education (ED) to award grants to improve remedial education programs at institutions of higher education (IHEs). ED must contract with an independent evaluator, who shall (1) consult with ED regarding which eligible entities should receive such grants, and (2) evaluate the impact of remedial education programs funded with such grants. A recipient must use grant funds to develop or improve a remedial education program through specified models, such as (1) aligning coursework between high school coursework and postsecondary education, (2) accelerating course work (e.g., by allowing multiple sequential remedial course enrollments in a semester), or (3) specifically targeting skills that students need to move forward in courses at the postsecondary level. ED must give preference to recipients that primarily serve low-income students, and it must ensure that (1) at least 30 eligible entities are awarded grants in a 5-year period, (2) grants are geographically distributed in an equitable manner, and (3) grants are used to develop or improve remedial education programs under specified models and for a range of types and sizes of IHEs.

    Physician Assistant Higher Education Modernization Act of 2019 This bill assists qualified individuals in receiving the education and training needed to become a physician assistant. Graduate students enrolled in physician assistant education programs are eligible for (1) increased Unsubsidized Stafford Loan limits, and (2) loan forgiveness programs for those who serve in areas of national need upon graduation. The Department of Education (ED) must * provide historically Black colleges and universities and predominantly Black institutions with grants to fund physician assistant studies at the masters level, * prioritize the awarding of grants for physician assistant education programs at the postbaccalaureate level that will benefit Hispanics and low-income students, and * provide grants to prepare certified physician assistants to become faculty members in accredited graduate-level physician assistant education programs. In addition, ED is authorized to award grants to rural-serving institutions of higher education for (1) increasing enrollment and graduation rates of students from rural areas in postbaccalaureate physician assistant education programs, and (2) training physician assistants in rural areas through the creation and expansion of physician assistant education programs in rural areas. ED may also award grants to physician assistant education programs for enhancing the programs and improving patient safety by supporting the purchase of new infrastructure and technology.
