    Congressional Oversight of Sanctions Act This bill limits the duration of a declaration of national emergency by the President, directs the President to allow certain exports to a country under sanctions, and requires the President to provide specified information when exercising emergency economic powers. Specifically, the bill provides that any national emergency declared by the President shall terminate 60 days after the first day on which either house of Congress is in session following the declaration, unless Congress enacts a joint resolution to extend the emergency. If Congress does not enact a joint resolution to extend the emergency, the President may not declare a new national emergency based on substantially similar facts during the 1-year period following such 60-day period. The President must allow the export of certain equipment and material to a territory that is controlled by a person that is otherwise subject to sanctions if the material is intended for (1) civilian health care facilities, (2) water infrastructure, (3) civilian energy infrastructure, or (4) primary or secondary educational facilities. When exercising any international emergency economic powers, the President must issue a report that includes (1) the goals and outcomes expected to be achieved through such actions; (2) other tools considered to address the emergency and the reason for the chosen response; (3) a list of countries imposing similar sanctions; and (4) the strategy to provide compliance guidance to entities in the private sector, humanitarian organizations, and peace-building organizations.

If an individual meets both of these criteria, the employing office for the individual must terminate their employment and refer them to the Federal Bureau of Investigation for appropriate investigation.

    Bipartisan Congressional Budget Reform Act This bill makes several modifications to the federal budget process, including the procedures for considering congressional budget resolutions and adjusting the debt limit. Among other modifications, the bill includes provisions that * require biennial congressional budget resolutions, instead of the annual budget resolutions required under current law; * retain the existing annual appropriations process; * require a budget resolution to specify a target for the ratio of the debt held by the public to the gross domestic product (GDP) for each year covered by the resolution; * require the debt-to-GDP target to be enforced using a reconciliation process that requires deficit reduction legislation to be considered using expedited legislative procedures; * allow a budget resolution to include the amount of tax expenditures; * provide for automatic adjustments of the debt limit and statutory discretionary spending limits to conform to the levels in the budget resolution; * modify the procedures for considering budget resolutions in the Senate; * allow budget resolutions that have bipartisan support and meet specified requirements to be considered in the Senate using expedited procedures; * modify and establish budget points of order that may be raised against legislation; * rename the Committee on the Budget of the Senate as the Committee on Fiscal Control and the Budget of the Senate; and * expand reporting requirements for congressional committees, the Office of Management and Budget, the Congressional Budget Office, and the Government Accountability Office.

    Detention Oversight, Not Expansion Act or the DONE Act This bill prohibits the Department of Homeland Security (DHS) from using any federal funds to construct or expand immigration detention facilities and requires additional oversight of such facilities. The DHS Inspector General shall conduct various oversight activities into immigration detention facilities, including (1) periodic unannounced inspections; (2) audits to ensure compliance with various legal requirements; and (3) investigations into issues such as deaths in custody, detainee access to medical and mental health care, and sexual assault and harassment. DHS may not continue a contract with any facility deemed less than adequate in two of the most recent inspector general inspections, audits, or investigations. The Office for Civil Rights and Civil Liberties within DHS shall (1) investigate civil rights and civil liberties complaints in immigration detention facilities, and (2) periodically release on a public website data about such complaints and investigations. The bill requires various reports to Congress, including a DHS plan for decreasing the number of immigration detention beds and implementing community-based alternatives to detention.

Upon the written request of the chair of a congressional committee or subcommittee to the GPO, a report submitted to that committee or subcommittee shall not be submitted or published on the portal.     COVID-19 Funding Accountability Act of 2020 This bill provides oversight for the use of assistance provided to businesses under COVID-19 (i.e., coronavirus disease 2019) relief programs. The bill establishes a COVID-19 Relief Oversight Board. The Office of Management and Budget shall issue regulations or guidelines necessary to address and manage or to prohibit conflicts of interest that may arise in connection with the administration and execution of the authorities provided under COVID-19 relief programs. The bill sets limits on compensation and bonuses for senior executives of private entities receiving certain emergency financial assistance. The Government Accountability Office shall commence ongoing oversight of the activities and performance of the programs and any agents of the executive branch invoking federal authority or rendering assistance to private entities in response to the COVID-19 outbreak. The bill establishes (1) a special inspector general office for COVID-19 relief programs, and (2) the Congressional Oversight Panel in the legislative branch.

(Sec. 4) The Department of the Treasury may strike and sell bronze duplicates of these medals.
