This resolution condemns violence against civilians in the Central African Republic and expresses support for efforts to combat the threat posed by armed groups. African Descent Affairs Act of 2019 This bill directs the Department of State to establish an Office of Global African Descent Affairs, to be headed by the Director and Special Advisor to the Secretary on Global African Descent Affairs. Office functions shall include * directing policies, programs, and funding relating to the human rights and advancement of people of African descent internationally; * developing and managing the Fund for African Descent Affairs to invest in solutions to combat racial discrimination and create opportunities for people of African descent internationally; * directing U.S. government resources to support the protection, integration, resettlement, and empowerment of people of African descent; and * compiling an annual report on U.S. government activities relating to people of African descent. The bill requires that a description of the status of the people of African descent in each country be included in a specified annual human rights report. The U.S. Agency for International Development shall appoint a Senior Advisor to the Administrator on Global African Descent Affairs who shall (1) direct policies, programs, and funding relating to the human rights and advancement of people of African descent internationally; and (2) develop a uniform set of indicators and standards for monitoring and evaluating foreign assistance for people of African descent. The Office of Global African Descent Affairs shall develop or update annually (for 10 years after the initial report) a U.S. global strategy to prevent and respond to discrimination and violence against people of African descent.

Republic of Texas Legation Memorial Act This bill authorizes the Daughters of the Republic of Texas to establish the Republic of Texas Legation Memorial on federal land in the District of Columbia to commemorate and honor those individuals who, as representatives of the Republic of Texas, served in the District of Columbia as diplomats to the United States and made possible the annexation of Texas as the 28th state of the United States.

African American Burial Grounds Study ActThis bill directs the National Park Service (NPS) to conduct a study of ways to identify, interpret, preserve, and record unmarked, previously abandoned, underserved, or other burial grounds relating to the historic African American experience. In conducting the study, the NPS shall consider * ways to engage with descendant, local, and other communities historically associated with identified burial grounds by geography, genealogy, or culture; * appropriate processes to identify locations of unmarked and unrecorded African American burial grounds with appropriate consideration for the privacy and safety of the burial grounds; * alternatives for providing in a public database the locations of, and information on, recorded and unrecorded African American burial grounds; * alternatives for commemorating and interpreting African American burial grounds; and * best practices for preserving burial ground landscapes and caring for artifacts.

The National Park Service shall (1) acquire for the museum property that is located adjacent to the national monument or in any other area of the African Burial Ground National Historic Landmark in the city other than the location adjacent to the monument, and (2) construct the museum on the acquired property. The bill establishes within the Department of the Interior the African Burial Ground Advisory Council to (1) make recommendations on the construction of the museum, and (2) advise and assist Interior on all matters relating to the operation and preservation of the museum.

Commission to Study and Develop Reparation Proposals for African-Americans Act This bill establishes the Commission to Study and Develop Reparation Proposals for African-Americans. The commission shall examine slavery and discrimination in the colonies and the United States from 1619 to the present and recommend appropriate remedies. Among other requirements, the commission shall identify (1) the role of the federal and state governments in supporting the institution of slavery, (2) forms of discrimination in the public and private sectors against freed slaves and their descendants, and (3) lingering negative effects of slavery on living African-Americans and society.

This bill authorizes the United States to contribute to (1) the 19th replenishment of the resources of the International Development Association, (2) the 15th replenishment of the resources of the African Development Fund, and (3) the 7th capital increase for the African Development Bank.

African-American Burial Grounds Network Act This bill directs the Department of the Interior to establish the U.S. African-American Burial Grounds Network within the National Park Service (NPS). In carrying out the network, Interior, among other things, must * review existing and new studies and reports to inform consideration of sites for the network; * furnish specified technical assistance; * develop a program to train states, units of local government, regional governmental bodies, organizations, educational institutions, and private entities to carry out the purposes of this bill; and * produce and disseminate educational and training materials related to African-American burial ground identification methods and best practices for caring for artifacts, developing interpretive tours and exhibits, preserving burial ground landscapes, heritage tourism initiatives and sources for grants (e.g., handbooks, maps, interpretive guides, or electronic information). A burial ground shall only be considered for addition to the network with the property owner's consent and at the request of an individual, landowner, private or nonprofit organization, state or local government, or another entity.

This bill extends the 400 Years of African-American History Commission through July 1, 2022.
