Bill Summary
The "Ski Hill Resources for Economic Development Act" seeks to amend the Omnibus Parks and Public Lands Management Act of 1996 by establishing a "Ski Area Fee Retention Account." This account will hold rental charges collected from ski area permits within the National Forest System.
Key provisions include:
1. **Account Establishment**: A special account will be created in the Treasury specifically for ski area permit rental charges.
2. **Funds Distribution**:
- 80% of the collected funds will be allocated to the unit of the National Forest where the fees were collected, with 75% for administrative activities related to ski areas and 25% for other related activities.
- The remaining 20% will be available for use across the National Forest System.
3. **Permitted Expenditures**: Funds can be used for a variety of purposes, including ski area program administration, maintenance of facilities, visitor services, habitat restoration, avalanche education, and search and rescue operations.
4. **Limitations**: The funds cannot be used for wildfire suppression or land acquisition for the National Forest System.
5. **Effective Date**: The provisions will take effect 60 days after enactment.
Overall, the legislation aims to enhance the management and economic viability of ski areas on public lands while ensuring that the revenue generated directly benefits the local areas where the fees are collected.
Possible Impacts
Here are three examples of how the Ski Hill Resources for Economic Development Act could affect people:
1. **Increased Local Funding for Ski Area Improvements**: The establishment of the Ski Area Fee Retention Account means that 80% of the ski area permit rental charges collected will be returned to the local ski area for improvements and maintenance. This could lead to better facilities, enhanced safety measures, and improved visitor experiences. For ski area employees, this could mean more job security and potential job growth due to increased operational funding.
2. **Enhanced Visitor Safety and Experience**: The funds from the Ski Area Fee Retention Account are stipulated for use in activities that enhance visitor enjoyment and safety, such as maintenance of facilities, road repairs, avalanche information, and search and rescue operations. This could result in a safer environment for tourists and local users, reducing the risk of accidents and improving overall satisfaction with the ski area experience.
3. **Economic Development Opportunities**: By ensuring that a portion of the collected fees is allocated to local activities, the legislation can stimulate economic development in communities surrounding ski areas. This can lead to increased tourism, supporting local businesses such as restaurants, hotels, and shops. The local economy could benefit from an influx of visitors attracted by the improved ski area amenities and services funded by the rental charges.
Overall, the legislation aims to create a sustainable cycle of funding that benefits both the environment and local economies tied to ski areas.
