Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,

<DELETED>SEC. 2. ALIGNMENT OF TIMING OF UPDATES OF STRATEGIC PLAN WITH
UPDATES TO NATIONAL STRATEGY FOR ADVANCED
MANUFACTURING.</DELETED>
<DELETED> Section 34(i)(2) of the National Institute of Standards
and Technology Act (15 U.S.C. 278s(i)(2)) is amended--</DELETED>
<DELETED> (1) in subparagraph (C), by striking ``and update
not less frequently than once every 3 years
thereafter,'';</DELETED>
<DELETED> (2) by redesignating subparagraphs (D) through (M)
as subparagraphs (E) through (N), respectively; and</DELETED>
<DELETED> (3) by inserting after subparagraph (C), the
following:</DELETED>

developed under subparagraph (C) not less frequently
than once every 4 years and such that the planning
cycle for the updates aligns with the planning cycle

SECTION 1. SHORT TITLE.
This Act may be cited as the ``Streamlining American Manufacturing
Strategy Act''.
SEC. 2. ALIGNMENT OF TIMING OF UPDATES OF STRATEGIC PLAN WITH UPDATES
TO NATIONAL STRATEGY FOR ADVANCED MANUFACTURING.
(a) In General.--Paragraph (2) of section 34(i) of the National
Institute of Standards and Technology Act (15 U.S.C. 278s(i)) is
amended--
(1) in subparagraph (C), by striking ``and update not less
frequently than once every 3 years thereafter,'';
(2) by redesignating subparagraphs (D) through (M) as
subparagraphs (E) through (N), respectively; and
(3) by inserting after subparagraph (C), the following:
``(D) to update the strategic plan developed under
subparagraph (C) not less frequently than once every 4
years such that the planning cycle for the updates
aligns with the planning cycle for updates to the
National Strategy for Advanced Manufacturing required
under section 102(c)(4) of the America COMPETES
Reauthorization Act of 2010 (42 U.S.C. 6622(c)(4)) to
better ensure the Program reflects the priorities of
the national strategy;''.
(b) Conforming Amendments.--Such section is further amended--
(1) in paragraph (3), by striking ``paragraph (2)(C)'' and
inserting ``subparagraphs (C) and (D) of paragraph (2)''; and
(2) in paragraph (4), by striking ``paragraph (2)(C)'' and
inserting ``subparagraph (C) of paragraph (2) and any update to
the plan required under subparagraph (D) of such paragraph''.
