Bill Summary

The Pipeline and LNG Facility Cybersecurity Preparedness Act is a proposed bill in the United States that aims to improve the physical security and cybersecurity of pipelines and liquefied natural gas facilities. It requires the Secretary of Energy to establish policies and procedures to coordinate federal agencies, states, and the energy sector in order to ensure the security and resilience of these facilities. The bill also includes provisions for coordinating response and recovery to physical and cyber incidents, developing advanced cybersecurity technologies, conducting pilot projects, creating workforce development programs, and providing technical tools to evaluate and improve security capabilities. The bill does not affect the authority of other federal agencies in regards to physical security and cybersecurity.

Possible Impacts

1. This legislation may affect energy sector employees by requiring them to participate in workforce development curricula to learn about physical security and cybersecurity protocols for natural gas pipelines, hazardous liquid pipelines, and liquefied natural gas facilities. This could potentially impact their job responsibilities and daily tasks.

2. The legislation may also impact the states and federal agencies involved in coordinating response and recovery to physical and cyber incidents in the energy sector. They may need to adjust their processes and procedures to align with the new policies and procedures outlined in the Act.

3. The Act could also affect the security, resiliency, and survivability of natural gas pipelines and facilities, potentially leading to changes in the way these facilities are designed and operated in order to meet the requirements set forth in the legislation. This could have a significant impact on the companies responsible for these pipelines and facilities and potentially result in increased costs for compliance.
