Bill Summary

This legislation, known as the "Special Envoy to Monitor and Combat Anti-Semitism Act," seeks to amend the State Department Basic Authorities Act of 1956 in order to address the issue of anti-Semitism globally. It acknowledges that since a previous act was enacted in 2004, acts of anti-Semitism have continued to occur frequently and in various forms around the world. To address this issue, the legislation proposes the creation of a Special Envoy, appointed by the President with the advice and consent of the Senate, who will report directly to the Secretary of State. This Special Envoy will serve as the primary advisor and coordinator for efforts by the United States government to monitor and combat anti-Semitism and anti-Semitic incitement in foreign countries. The Special Envoy will have the rank of ambassador and must have recognized expertise in combating anti-Semitism.

Possible Impacts

1. The Special Envoy to Monitor and Combat Anti-Semitism Act could potentially affect people by creating a specific position within the US government that focuses solely on addressing the issue of anti-Semitism globally. This could lead to increased awareness and efforts to combat anti-Semitism, potentially benefiting Jewish communities and individuals who have been affected by anti-Semitic acts.
2. The amendment to the State Department Basic Authorities Act of 1956 could also affect people by giving the Special Envoy a higher rank and status as an ambassador, potentially giving them more authority and influence in addressing anti-Semitism on a global scale.
3. The legislation could also affect people by requiring the President to nominate a person of "recognized distinction in the field of combating anti-Semitism" for the role of Special Envoy. This could potentially lead to the selection of a highly qualified and experienced individual who is dedicated to addressing and combatting anti-Semitism, potentially benefiting those who have been affected by it.
