    Citizen Justice Restoration Act of 2020 This bill prohibits decisions to search, seize, or scrutinize an individual that discriminate on the basis of race, ethnicity, national origin, religion, or sex. Specifically, the bill * prohibits a person acting under color of law from basing a decision to search, seize, or scrutinize an individual on actual or perceived race, ethnicity, national origin, religion, or sex, including sexual orientation, and makes evidence obtained as a result of such a search or seizure inadmissible, with exceptions; * requires an application for a writ of habeas corpus on behalf of a person in custody pursuant to the judgment of a state court to be granted with respect to any federal claim that was adjudicated on the merits in state court proceedings, which adjudication was in error; * makes a new rule of constitutional law announced by the U.S. Supreme Court, a U.S. Court of Appeals, or a U.S. District Court retroactive to cases on collateral review; and * requires an ambiguity in a statute that provides protection against discrimination on the basis of race, color, ethnicity, national origin, religion, disability, or sex to be construed in the manner that will provide the greatest protection against such discrimination. The bill further creates a private right of action and provides for the award of a bounty for citizen lawsuits under specified circumstances.

The Judicial Conference of the United States must report on damages awarded under federal law for personal injury, employment discrimination, tort damages, and cases involving protected classes of individuals sharing a common characteristic or identity who are legally protected against discrimination. The Administrative Office of the United States Courts must submit recommendations to ensure that future earnings calculations that take into account age and disability do not conflict with federal equal protection laws. The bill requires the Federal Judicial Center to train federal judges on how to implement this bill.

    Every Child Deserves a Family Act This bill prohibits discrimination on the basis of sexual orientation, gender identity, marital status, or religion in the provision of child welfare programs and services by entities receiving federal funding. The Department of Health and Human Services (HHS) must provide technical assistance to help states follow this requirement, including (1) guidance for bringing state laws into compliance, (2) developing training to increase cultural competency related to social identity, and (3) training for judges and attorneys involved in child welfare cases, among other supports. Additionally, HHS must establish the National Resource Center on Safety, Well-Being, Placement Stability, and Permanency for LGBTQ Children and Youth Involved with Child Welfare Services to provide training, technical assistance, and guidance to applicable state and local agencies and service providers. Further, the Religious Freedom Restoration Act may not be the basis for challenging the application or enforcement of this bill. The Government Accountability Office must study and report on states' compliance with the requirements of the bill no later than three years after enactment.
