Bill Summary

This resolution commemorates the 10th anniversary of the first export shipment of liquefied natural gas (LNG) from the lower 48 states of the United States, which took place on February 24, 2016. The shipment, made by the vessel Asia Vision from Cheniere's Sabine Pass facility to Brazil, is recognized as a historic milestone in U.S. energy production and international trade. The resolution highlights the significant economic impact of LNG exports over the past decade, noting the creation of an average of 273,000 jobs annually across various sectors, as well as contributing over $400 billion to the economy.

Additionally, it emphasizes the role of LNG in enhancing energy security for U.S. allies and partners, reducing emissions by replacing higher-emitting fuels, and establishing the United States as the largest global exporter of LNG. The resolution calls for recognition of the contributions of workers, innovators, and communities involved in this achievement and reaffirms the need for ongoing innovation and responsible development of American energy resources.

Possible Impacts

The legislation recognizing the 10th anniversary of the first export shipment of liquefied natural gas (LNG) produced in the lower 48 states can affect people in several ways:

1. **Job Creation and Economic Impact**: The export of LNG has supported an average of 273,000 American jobs across various sectors, including production, transportation, and engineering. This job creation can positively impact local economies, providing stable employment opportunities and boosting income levels for families in communities involved in the LNG supply chain.

2. **Energy Security and Affordability**: By establishing the United States as a leading exporter of LNG, the legislation enhances energy security for both the U.S. and its allies. This can lead to more stable energy prices and increased access to affordable energy, which is crucial for households and businesses. As countries diversify their energy sources, American LNG exports can help mitigate energy crises and price volatility in global markets.

3. **Environmental Benefits**: The legislation acknowledges that LNG can help reduce greenhouse gas emissions by replacing higher-emitting fuels in electricity generation and industrial processes. This transition can result in cleaner air and contribute to public health benefits for communities, as well as support broader climate goals aimed at reducing carbon footprints and promoting sustainable energy practices.

   Recognizing the 10th anniversary of the first export shipment of
         liquefied natural gas produced in the lower 48 States.

Whereas, on February 24, 2016, the United States shipped its first export cargo
        of liquefied natural gas produced in the lower 48 States, when the Asia
        Vision left Cheniere's Sabine Pass Liquefaction facility in the Gulf of
        America destined for Brazil;
Whereas the first shipment marked a historic milestone in American energy
        production and global trade and demonstrated the technological
        innovation, workforce expertise, and private sector investment that
        enabled the United States to become a reliable supplier of liquefied
        natural gas to global markets;
Whereas, over the past decade, liquefied natural gas exports from the lower 48
        States have supported economic growth and enhanced the United States
        role as a global energy leader, strengthening the energy security of
        allies and partners;
Whereas the development of liquefied natural gas export capacity has supported
        an annual average of 273,000 American jobs across the energy value
        chain, including production, transportation, construction, engineering,
        and operations, and contributed more than $400,000,000,000 in economic
        growth;
Whereas, over the past decade, United States liquefied natural gas export
        terminals have shipped more than 8,500 cargoes to over 40 countries and
        regions around the world;
Whereas liquefied natural gas has helped to reduce emissions when replacing
        higher emitting fuels in electricity generation and industrial use;
Whereas the first export shipment of liquefied natural gas from the lower 48
        States represented a turning point in the Nation's energy history,
        reflecting decades of innovation, regulatory cooperation, and
        infrastructure development;
Whereas February 24, 2026, marks the 10th anniversary of this significant
        achievement in United States energy production and export capability;
        and
Whereas the United States is now the largest global exporter of liquefied
        natural gas, providing a reliable and affordable source of energy to
        friends and allies around the world: Now, therefore, be it
    Resolved, That the House of Representatives--
