Bill Summary
The Mill Springs Battlefield National Monument Act is a bill that was introduced in the United States Congress in order to establish a national monument in Kentucky. This monument, known as the Mill Springs Battlefield National Monument, would be a unit of the National Park System and would serve to preserve and interpret the historic resources and role of the Mill Springs Battlefield in the Civil War. The Secretary of the Interior, acting through the Director of the National Park Service, would be responsible for administering the Monument, following the laws and regulations that apply to other units of the National Park System. The bill also outlines the process for acquiring land or interests in land for the Monument and specifies that private property rights will not be affected. Additionally, the bill states that there will be no buffer zones established around the Monument, and the activities and uses outside the Monument will not be restricted as long as they do not interfere with the Monument. A general management plan for the Monument will be prepared within 3 years of its establishment and will be submitted to the appropriate committees in Congress.
Possible Impacts
1. The establishment of the Mill Springs Battlefield National Monument could impact people living in or owning property adjacent to the monument, as their land use rights may be affected by the new national park.
2. Private property owners within or adjacent to the monument may be subject to new regulations and restrictions on how they can use their land, as stated in section (c) and (d) of the legislation.
3. The establishment of the Monument may also impact the local economy and tourism in the area, as it may bring in more visitors and increase revenue for businesses in the surrounding area.
