Kentucky Wildlands National Heritage Area Study Act This bill directs the Department of the Interior to conduct a study to assess the suitability and feasibility of designating a specified study area, composed of certain counties in Kentucky and other areas of Kentucky that have similar aspects to those areas and are adjacent to or in their vicinity, as the Kentucky Wildlands National Heritage Area.

This bill designates the Louie B. Nunn (Cumberland) Parkway from the interchange with the Interstate 65 in Barren County, Kentucky, east to the interchange with U.S. Highway 27 in Somerset, Kentucky, as (1) a high priority corridor on the National Highway System, (2) a segment of the Interstate System where vehicles are subject to a weight limitation, and (3) Interstate Route I-365.

This resolution commends Centre College in Danville, Kentucky, for 200 years of leadership and service to students.

Mill Springs Battlefield National Monument Act This bill establishes the Mill Springs Battlefield National Monument in Kentucky as a unit of the National Park System to preserve and interpret the nationally significant historic resources of the Mill Springs Battlefield and its role in the Civil War.

Muhammad Ali Commemorative Coin Act This bill requires the Department of the Treasury to mint and issue commemorative coins that emblemize the life and legacy of Muhammad Ali.  Surcharges received from the sale of these coins shall be paid to (1) the Muhammad Ali Center in Louisville, Kentucky; (2) the Muhammad Ali Institute for Peace and Justice at the University of Louisville; and (3) the Muhammad Ali Parkinson Center and Movement Disorder Clinic.

Appalachian Communities Health Emergency Act or the ACHE Act This bill requires the National Institute of Environmental Health Sciences to conduct or support studies on the health impacts of mountaintop-removal coal mining on individuals in the surrounding communities. The Department of Health and Human Services (HHS), upon receiving the results of these studies, must determine whether such mining presents any health risks to individuals in those communities. The bill applies to surface coal mining that uses blasting with explosives in the steep slope regions of Kentucky, Tennessee, West Virginia, and Virginia. The bill prohibits specified agencies from issuing permits for any mountaintop-removal coal mining project or expansion unless HHS determines that such mining does not present any health risk to individuals in the surrounding communities. The bill requires monitoring of air, water, and soil for pollution, including noise pollution, until HHS makes its determination. HHS must publish pollution-monitoring results. The Office of Surface Mining Reclamation and Enforcement of the Department of the Interior must assess a one-time fee upon existing mining projects, sufficient to cover the federal cost of the studies and pollution monitoring required by the bill.

Horse Protection Amendments Act This bill addresses the protection of horses. Specifically, the bill replaces the Designated Qualified Persons program responsible for inspecting horses for soring with a new inspection system. The soring of horses is any of various actions taken on a horse's limb to produce a higher gait that may cause pain, distress, inflammation, or lameness. The Department of Agriculture must establish a single Horse Industry Organization (HIO) in order to establish a formal affiliation with the management of each horse sale, horse exhibition, and horse sale or auction, and appoint inspectors to conduct inspections. The Commissioners of Agriculture for Tennessee and Kentucky must appoint individuals to the HIO. Those individuals must appoint individuals representing the Tennessee Walking Horse industry.

Muhammad Ali Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous award of a Congressional Gold Medal to Muhammad Ali.
