Protect Black Women and Girls Act of 2020 This bill establishes an Interagency Task Force to examine the conditions and experiences of Black women and girls to identify and assess the efficacy of policies and programs of federal, state, and local governments designed to improve outcomes for such individuals and to make recommendations to improve such policies and programs. The task force shall (1) cover issues involving Black women and girls in education, economic development, health care, justice and civil rights, and housing; and (2) submit recommendations at specified intervals to Congress, the President, and each state or local government on policies, practices, programs, and incentives that may be adopted to improve outcomes. The U.S. Commission on Civil Rights shall conduct a comprehensive study and collect data with respect to the effects on Black women and girls of a wide range of specified economic, health, criminal justice, and social services factors.

Women and Lung Cancer Research and Preventive Services Act of 2019 This bill requires the Department of Health and Human Services to conduct an interagency review of the status of women and lung cancer. The review must * report on the status of existing research and current knowledge gaps; * identify new opportunities for collaborative research to determine the causes of lung cancer and advance prevention, screening, diagnosis, and treatment; and * provide recommendations for a national cancer screening strategy and public education campaign.

Specifically, the bill establishes the Federal Interagency Working Group on Women and Climate Change within the Department of State. The bill outlines the functions of the working group, including the coordination of agencies' policies and activities relating to (1) combating the effects of climate change on women, and (2) improving the government's response to and strategy for climate change. In addition, the Office of Global Women's Issues of the State Department must submit a strategy to prevent and respond to the effects of climate change on women.

Women's Global Development and Prosperity Act of 2020 This bill provides statutory authority for the Women's Global Development and Prosperity Initiative at the Department of State. The objectives of the initiative shall be to advance women in the workforce, promote women entrepreneurs, and aid women's participation in the global economy.

International Violence Against Women Act of 2019 This bill provides for a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the Department of State an Office of Global Women's Issues, which shall be headed by an Ambassador-at-Large for Global Women's Issues. The Ambassador-at-Large shall (1) coordinate U.S. government efforts regarding gender equality and the advancement of women and girls in foreign policy, and (2) develop or update periodically a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the U.S. Agency for International Development the position of Senior Coordinator for Gender Equality and Women's Empowerment who shall direct policies, programs, and funding regarding gender equality and women's empowerment. The bill requires that U.S. assistance made available for humanitarian relief, conflict mitigation, and post-conflict reconstruction prevents and responds to violence against women and girls. The Department of State shall also identify incidents that occur during armed conflict and implement emergency responses.

This resolution (1) designates March 2-March 8, 2020, as Women of the Aviation Workforce Week; (2) celebrates the U.S. aviation workforce; (3) encourages educational and training institutions to recruit women to join the aviation workforce; (4) encourages employers in the aviation industry to hire a diverse workforce, including women, veterans, and other underrepresented individuals; and (5) commits to raising awareness about the gender gap in the air and space industry, and taking legislative actions to address the gender gap in science, technology, engineering, and math (STEM) fields.

Protection of Women and Girls in Sports Act of 2020 This bill requires that, for purposes of determining compliance with title IX of the Education Amendments of 1972 (which prohibits discrimination based on sex in any federally funded educational program or activity), sex shall be determined on the basis of sex assigned at birth by a physician.

Afghan Women's Inclusion in Negotiations Act This bill requires the Department of State to report on the participation of Afghan women in the Afghan peace process and a strategy for U.S. post-conflict engagement in Afghanistan. Specifically, the State Department must report on (1) the participation of Afghan women in negotiations and dialogue related to the Afghan peace process and the protection of their rights and gains; and (2) the actions of the State Department to consult with and train local women-led civil society organizations and to advocate for their inclusion and participation in peacebuilding, conflict prevention, and post-conflict reconciliation. The State Department must also develop a strategy for U.S. post-conflict engagement in Afghanistan to support the implementation of commitments for women and girls' inclusion and empowerment, as well as to protect and promote basic human rights.

This resolution congratulates the U.S. Women's National Team for its win on July 7, 2019, of the 2019 Federation Internationale de Football Association Women's World Cup and for becoming the most successful team in international women's soccer.

Women's Business Centers Improvements Act of 2019 This bill reauthorizes the Women's Business Center Program through FY2023, raises the cap on individual center grants, establishes an accreditation program for grant recipients, and revises the duties of the Office of Women's Business Ownership. Specifically, the bill modifies the Women's Business Center Program to enable the Small Business Administration (SBA) to provide initial and continuation grants to eligible entities to operate women's business centers for the benefit of women-owned small businesses. An entity must agree to obtain matching, non-federal funds, and the SBA must (1) ensure an applicant has sufficient resources to provide the services for which the grant is being made, and (2) conduct an annual compliance review. The SBA must also publish standards for a program to accredit entities that receive grants from the Women's Business Center Program, and such entities' receipt of continuation grants shall be contingent upon their obtaining accreditation.

Women and Countering Violent Extremism Act of 2019 This bill (1) authorizes assistance to women's groups in foreign countries that work on terrorism-related issues, and (2) amends various reporting and training provisions to incorporate issues related to gender and terrorism. The President may provide assistance to non-U.S.-based, women-led organizations countering violent extremism and terrorism in foreign countries. The President's periodic Women, Peace, and Security Strategy shall include a section on (1) women's contributions to countering violent extremism, (2) preventing women's involvement in violent extremism, and (3) the gender dimensions of disarming and reintegrating former extremists. Training for certain personnel of the Department of State and the Department of Defense (DOD) shall include training on preventing violent extremism. The State Department shall seek to double the number of women receiving training under its Anti-Terrorism Assistance programs within three years of this bill's enactment. The State Department, DOD, and the U.S. Agency for International Development shall conduct research on gender and countering violent extremism, including best practices to support women preventing violent extremism, and utilize the results of such research in their programs. The State Department's annual country reports on terrorism to Congress shall include, for at least five countries, a gender analysis of the conflict drivers, power dynamics, and impacts that are relevant to violent extremism.

This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal to Billie Jean King in recognition of her courageous and groundbreaking leadership advancing equal rights for women and the LGBTQ community in athletics, education, and our society.

Women Veterans Transitional Residence Utilizing Support and Treatment Act or the Women Veterans TRUST Act This bill requires the Department of Veterans Affairs (VA) to conduct a nationwide analysis of the need for women-specific VA programs that treat and rehabilitate women veterans with drug and alcohol dependency. Based on the findings of the analysis, the VA must implement a women-specific pilot program to treat and rehabilitate women veterans with drug and alcohol dependency.
