    Wildlife Conservation and Anti-Trafficking Act of 2019 This bill supports wildlife conservation and addresses wildlife trafficking. Specifically, it reclassifies certain wildlife-trafficking offenses and illegal fishing violations as violations of federal racketeering or other laws concerning transnational criminal organizations. The bill also expands federal law enforcement powers to combat wildlife trafficking (e.g., poaching and the illegal trade in wildlife). The bill sets forth requirements to provide awards to whistle-blowers for reporting violations of wildlife-trafficking laws. In addition, the Fish and Wildlife Service must carry out the International Wildlife Conservation Program to * implement global habitat and conservation initiatives; * address global conservation threats; * combat wildlife trafficking, poaching, and trade in illegal wildlife products; and * carry out international wildlife conservation and habitat activities authorized by federal law. Revenue generated from fines, penalties, or forfeitures of property or assets for certain wildlife and fishing violations may be used for a variety of animal conservation funds.

The bill establishes a National Wildlife Corridor System and provides for the designation and management of such corridors on federal land and water. Acorridormeans a feature of the landscape or seascape that (1) provides habitat or ecological connectivity, and (2) allows for movement or dispersal of native or noninvasive fish, wildlife, or plants. Indian tribes may nominate a corridor within their land to be included in a Tribal Wildlife Corridor. In addition, the bill establishes a Wildlife Corridors Stewardship Fund to receive donations for the management and protection of the corridors. It also establishes a wildlife movements grant program to encourage the passage of fish, wildlife, or plant species across a landscape or seascape. The National Coordination Committee, established by this bill, must recommend projects to fund under the grant program. The committee must also develop standards for regional wildlife movement plans to allow for better cross-regional collaboration. No fewer than four regional wildlife movement councils must be established. Among other things, the councils must submit to the committee regional wildlife movement plans as well as lists of funding priorities. Finally, the U.S. Geological Survey must establish a National Wildlife Corridors Database.

The advisory committee must advise the departments on policies or programs related to * implementing Executive Order 13443, titledFacilitation of Hunting Heritage and Wildlife Conservation; * conserving and restoring wetlands, agricultural lands, grasslands, forest, and rangeland habitats; * promoting opportunities for and access to hunting and shooting sports on federal lands; * recruiting and retaining new hunters and shooters; * increasing public awareness of the importance of wildlife conservation and the benefits of recreational hunting and shooting; and * encouraging coordination among the public, the hunting and shooting sports community, wildlife conservation groups, states, tribes, and the federal government. The bill abolishes the existing Wildlife and Hunting Heritage Conservation Council, effective on the date of the first meeting of the advisory committee established by this bill.

    Wildlife Innovation and Longevity Driver Act or the WILD Act This bill reauthorizes and revises several wildlife conservation programs, establishes requirements for invasive species management, and requires the U.S. Fish and Wildlife Service (USFWS) to establish certain prize competitions. Specifically, the bill reauthorizes through FY2023 (1) the Partners for Fish and Wildlife Program; and (2) accounts under the Multinational Species Conservation Fund for the protection of African elephants, Asian elephants, rhinoceros, tigers, and great apes. The bill reauthorizes through FY2024 and revises the Marine Turtle Conservation Fund, including to expand the fund to include funding for the conservation of tortoises and freshwater turtles. Finally, the USFWS must establish Theodore Roosevelt Genius Prizes to encourage technological innovation with the potential to advance the mission of the USFWS with respect to the * prevention of wildlife poaching and trafficking, * promotion of wildlife conservation, * management of invasive species, * protection of endangered species, and * nonlethal management of human-wildlife conflicts.

    This bill directs the U.S. Fish and Wildlife Service, to ensure opportunities for participation by the Department of Defense in wildlife conservation banking programs, to issue regulations that establish objectives, measurable performance standards, and criteria for use with respect to such programs. Mitigation banking is a method of offsetting the effects of development on a species, or habitat of such species, that is endangered, threatened, or otherwise at risk. The bill requires the regulatory standards and criteria, to the extent practicable, to maximize available credits and opportunities for mitigation, provide flexibility for characteristics of various species, and apply equivalent standards and criteria to all mitigation banks.

    This bill directs the U.S. Fish and Wildlife Service (USFWS) to establish the Western Riverside County National Wildlife Refuge in California. USFWS must include within the boundaries of the refuge the lands and waters within the Western Riverside County Multiple Species Habitat Conservation Plan Area that are owned by the federal government, a state, or a political subdivision of a state upon the establishment of the refuge. USFWS may enter into cooperative agreements with the State of California, any of its political subdivisions, or any other persons to (1) manage lands that are owned by California, the subdivision, or the other person and located within the refuge; (2) promote public awareness of the natural resources of the conservation area; or (3) encourage participation by the public in the conservation of such resources. USFWS may acquire by donation, purchase, or exchange the lands and waters or interests in them (including conservation easements) within the refuge, except those that are owned by California and its political subdivisions may be acquired by donation only. Federal property in the refuge must be assessed for inclusion in the refuge and must be transferred to USFWS if deemed suitable for inclusion.

Specifically, the FWS and the NMFS may take action to protect albatrosses and petrels and their habitats. The bill prohibits the taking of an albatross or petrel without a permit, authorization, or exemption.The FWS, in consultation with the NMFS, may authorize the taking of an albatross or petrel under exceptional circumstances or incidental to otherwise lawful activities. The bill gives the FWS, the NMFS, and the Coast Guard authority to enforce this bill. Finally, the bill authorizes cooperation with other countries to achieve and maintain a favorable conservation status of albatrosses and petrels.

The bill requires a National Academy of Sciences study on the transmission of chronic wasting disease in any species within the family Cervidae (the deer family) in the United States.
