Highway Trust Fund Reform Act of 2019 This bill eliminates the requirement that all laborers and mechanics working on federal-aid highway and public transportation projects shall be paid wages at rates not less than the locally prevailing wage rate.

Grant Reporting Efficiency and Agreements Transparency Act of 2019 or the GREAT Act This bill requires the Office of Management and Budget, jointly with the executive department that issues the most federal grant awards, to (1) establish government-wide data standards for information reported by grant recipients, (2) issue guidance directing federal agencies to apply those standards, and (3) require the publication of recipient-reported data collected from all agencies on a single public website.

Designates the facility of the United States Postal Service located at 117 West Poythress Street in Hopewell, Virginia, as the "Reverend Curtis West Harris Post Office Building."

Pandemic Preparedness, Response, and Recovery Act of 2020 This bill establishes in the legislative branch the Pandemic Preparedness, Response, and Recovery Commission to make recommendations and propose legislation for modification, consolidation, harmonization, or repeal of regulations that may impede the response to, and recovery from, the effects of the COVID-19 (i.e., coronavirus disease 2019) pandemic and future pandemics. The commission must give priority to regulations that (1) were suspended or waived during the COVID-19 pandemic; (2) may impede preparedness or response to a future pandemic; (3) impede or may impede public health, economic performance, or wage and employment stability; and (4) impede or may impede individuals' access to health care, employment, or other supports. The bill sets forth reporting requirements for the commission and procedures for congressional consideration of commission reports, recommendations, and proposed legislation.

Cable Access for Broadband and Local Economic Leadership Act or the CABLE Leadership Act This bill establishes deadlines for a cable franchising authority to act on a complete request for a new franchise and on a complete non-emergency request for authorization to modify or upgrade a cable system or facility. The bill also (1) deems such requests granted on the day after these deadlines expire if the franchising authority has not granted or denied the request by such date, and (2) outlines when such requests shall be considered complete.

Wireless Broadband Competition and Efficient Deployment Act This bill excludes certain personal wireless facility projects from specified review requirements. Specifically, the bill excludes from specified environmental and historic preservation review a project subject to the approval of the Federal Communications Commission that involves the placement, modification, or construction of personal wireless facilities (e.g., antennas, apparatuses, and transmitting devices) for the provision of personal wireless service.

Protecting Critical Infrastructure Act This bill imposes an enhanced general penalty on any person who is sentenced to imprisonment for violating certain communications laws and who willfully or maliciously destroys any communications facility during and in relation to such violation.
