The President may not provide security assistance for Burma's armed forces until the Department of State certifies that the Burmese military has made significant progress in abiding by international human rights standards. The bill reinstates trade restrictions on rubies and jadeite from Burma until the President certifies that Burma has passed certain reforms relating to transparency in the gemstone industry. The President shall report to Congress a list of (1) senior military officials known to be directly and significantly involved in gross human rights violations in Burma, and (2) entities owned or controlled by such individuals. The State Department shall deny such individuals visas, and the Department of the Treasury shall impose various property-blocking sanctions against listed entities and individuals. The State Department shall report to Congress a strategy to promote economic development in Burma. The bill also requires reports on * Burma's military, * Burma's eligibility for preferential duty treatment, * whether certain Burmese military officials should be on the list of specially designated nationals and blocked persons maintained by the Office of Foreign Assets Control, * U.S. diplomatic efforts to impose coordinated sanctions related to Burma, and * crimes against humanity in Burma.Sudan Democratic Transition, Accountability, and Fiscal Transparency Act of 2020

The bill also authorizes the President to provide certain support for (1) democratic governance, rule of law, human rights, and fundamental freedoms; (2) programs to advance economic growth, private-sector productivity, and market-based solutions to development challenges; (3) conflict mitigation strategies to support long-term peace, stability and oversight of Sudanese security and intelligence services; and (4) accountability for war crimes, crimes against humanity, and genocide. The President must impose sanctions on individuals who the President determines are committing human rights abuses, exploiting natural resources, or undermining the political transition in Sudan. Upon certification that Sudan has taken steps to improve fiscal transparency, the Department of the Treasury and the State Department must engage with international financial institutions to restructure, reschedule, or cancel the sovereign debt of Sudan.Rohingya Genocide Determination Act of 2020

The Department of State shall maintain a publicly available website listing entities in Burma's gemstone sector that meet certain transparency and due-diligence requirements related to ownership, control, and supply-chain standards. The State Department shall also issue guidance for U.S. companies as to best practices for supply-chain due diligence when dealing with Burmese gemstone entities. The State Department shall report to Congress on topics including (1) accountability for war crimes in Burma, and (2) a strategy for promoting economic development in Burma.Calling on the United Arab Emirates to immediately end any form of human rights violations against political prisoners and prisoners of free speech, and for other purposes.
