Protect Utah's Rural Economy Act This bill prohibits the President from establishing or extending national monuments in Utah unless: * the proposed establishment or extension has been authorized by an Act of Congress, and * the President has received a notice from the Governor of Utah that the state legislature has enacted legislation approving of the proposed establishment or extension.

Navajo Utah Water Rights Settlement Act of 2019 This bill ratifies and modifies the Navajo Utah Water Rights Settlement Agreement negotiated between the Navajo Nation, the United States, and Utah. The agreement gives the Navajo Nation the right to use water from sources located within Utah and adjacent to or encompassed within the boundaries of the Navajo Reservation resulting in depletions not to exceed a specified amount annually. The Navajo water rights shall be held in trust by the United States for the use and benefit of Navajo Nation and shall not be subject to forfeiture or abandonment. The Navajo Nation shall have authority to allocate, distribute, and lease the water rights for any use on or off its reservation in accordance with the agreement. The Department of the Interior shall establish and manage the Navajo Utah Settlement Trust Fund, with amounts available for withdrawal by the Navajo Nation for planning, designing, constructing, operating, maintaining, and replacing Navajo water development projects. The bill also specifies waivers and releases that must be executed in order for the settlement to be binding and effective.

Confirming State Land Grants for Education Act This bill allows the state of Utah, subject to valid existing rights, to select certain lands under the administrative jurisdiction of the Bureau of Land Management (BLM) of the Department of the Interior that are identified as available for disposal by land exchange in the Record of Decision for the Pony Express Resource Management Plan and Rangeland Program Summary for Utah County in fulfillment of certain land grants made to Utah upon being admitted as a state to further the purposes of the State of Utah School and Institutional Trust Lands Administration, without further land use planning action by the BLM. The criteria listed in Decision 3 of the Lands Program of the resource management plan shall not apply to any lands selected by Utah pursuant to this bill.

Indian Water Rights Settlement Extension Act This bill ratifies and modifies various agreements related to tribal water rights and contains other related provisions. The bill ratifies an agreement relating to the settlement of theAamodtlitigation, which resolved claims concerning Pueblo water resources. The bill also reauthorizes through FY2028 activities to construct a regional water system as part of that settlement. Specifically, the bill ratifies an agreement between the United States, New Mexico, the city of Santa Fe, and the Pueblos of Nambe, Pojoaque, San Ildefonso, and Tesuque relating to the litigation. (This agreement is in addition to previously ratified agreements settling the litigation.) The bill also ratifies and modifies the Navajo Utah Water Rights Settlement Agreement negotiated between the Navajo Nation, the United States, and Utah. That agreement gives the Navajo Nation the right to use water from sources located within Utah and adjacent to or encompassed within the boundaries of the Navajo Reservation, resulting in depletions not to exceed a specified amount annually. The Department of the Interior shall establish and manage the Navajo Utah Settlement Trust Fund, with amounts available for withdrawal by the Navajo Nation for Navajo water development projects. The bill specifies waivers and releases that must be executed in order for the Navajo settlement to be binding and effective. The bill also authorizes the Department of Veterans Affairs and the Department of Defense to enter arrangements for the sharing of medical facilities and services with urban Indian organizations.
