    Sport Fish Restoration and Recreational Boating Safety Act of 2019 This bill reauthorizes through FY2024 the Sport Fish Restoration and Boating Trust Fund which provides funding for several things, including fisheries conservation and management, water and boating infrastructure, and recreational boating safety. The bill also requires the Government Accountability Office to report on (1) the increasing use of nonmotorized vessels and their impacts on motorized and nonmotorized vessel access, (2) user conflicts at waterway access points, (3) the use of Sport Fish Restoration Program funds to improve nonmotorized vessel access and the reasons for providing such access, and (4) the use of Recreational Boating Safety Program funds for nonmotorized boating safety programs.

    COVID-19 Youth Sports and Working Families Relief Act This bill modifies the tax credit for household and dependent care expenses necessary for employment to include expenses for youth physical activities.Youth physical activitiesinclude organized individual and team sports, fitness and exercise, recreation, and other physical activities for youth who have attained age 4, but not age 18. The credit is refundable for taxable years beginning in 2020. The bill also increases the dollar amount of the election for dependent care flexible spending arrangements. The bill directs the Department of the Treasury to establish a relief fund for youth sport providers that directly serve youths age 18 and younger. The fund must disburse amounts to (1) alleviate losses sustained due to COVID-19 (i.e., coronavirus disease 2019), (2) sustain existing organizations that without assistance may fail or have to severely curtail operations, and (3) maintain youth participation capacity.

Interior and USDA shall * evaluate the special recreation permitting process and identify opportunities for eliminating duplicative processes, reducing costs, and decreasing processing times; * establish categorical exclusions from environmental review requirements for special recreation permits if it would reduce processing times or costs without significantly affecting the human environment; * authorize the issuance of temporary permits for new or additional recreational uses of federal lands and waters managed by the Forest Service and the Bureau of Land Management; * allow online payment of certain federal passes and fees; * develop initiatives to promote private-sector volunteer opportunities; and * establish an interagency trail management plan. Permittees issued a special recreation permit may voluntarily and temporarily return one or more of their service days. The bill sets forth requirements for review by USDA of the renewal or adjustment of the allocations for the use of a special recreation permit. Interior and USDA may enter into agreements with states to allow the purchase of federal and state recreation passes in the same transaction. The bill establishes a National Recreation Area System.

    Removing Federal Barriers to Offering of Mobile Sports Wagers on Indian Lands Act This bill establishes provisions related to the regulation of certain online sports wagers (i.e., bets) as Indian gaming. The bill deems an online sports wager as occurring exclusively on Indian lands, and therefore subject to the jurisdictional framework that governs Indian gaming, if (1) the person placing the wager and the server that accepts the wager are located in the same state, and (2) the applicable state and Indian tribe have entered into a gaming compact that authorizes online sports wagering. For the purposes of regulation as Indian gaming, an online sports wager is deemed to be made at the physical location of the server or other computer equipment used to accept the wager. The bill also excludes online sports wagering platform vendors from the management contract requirements related to Indian gaming.

The bill abolishes the existing Wildlife and Hunting Heritage Conservation Council, effective on the date of the first meeting of the advisory committee established by this bill.

    Furthering Access and Networks for Sports Act This bill makes the antitrust laws applicable to joint agreements among professional football, baseball, basketball, or hockey teams covering the telecasting of sports contests to the extent that a league of clubs does not (1) expressly prohibit sponsored telecast licensees and any video licensee from intentionally removing the live content of such league from a multichannel video programming distributor during, or related to a negotiation regarding, carriage of the league's games by such distributor; or (2) make a sponsored telecast of a game that is played in the home territory of a member club available to consumers over the internet in any territory in which the game is not available for private viewing through a local television broadcast station or a such a distributor. The bill repeals the exception that allows the antitrust exemption for such a joint agreement that prohibits televising games within the home territory of a member club on a day when such club is playing at home.
