    U.S. Leadership in Space Act of 2019 This bill sets forth programs, projects, and activities regarding human exploration of space. The bill authorizes the National Aeronautics and Space Administration (NASA) to conduct missions to intermediate destinations, such as the Moon, if each such mission demonstrates or advances a technology or operational concept that will enable human missions to Mars. NASA shall establish the Artemis program management office at the Lyndon B. Johnson Space Center in Houston, Texas. The Artemis program is the NASA program for going back to the Moon and for establishing sustainable exploration there. NASA * shall establish a plan for the development and manufacture of advanced spacesuits; * may carry out a program to conduct lunar science research, including missions to the surface of the Moon; * shall ensure that the International Space Station (ISS) remains a viable and productive facility of potential U.S. use through at least FY2030; * shall establish a low-Earth orbit development program to encourage commercial use and development of space by private entities in the United States; * must update and improve the cybersecurity of its space assets and supporting infrastructure; and * must maintain a Security Operations Center to identify and respond to cybersecurity threats to its information technology systems. The bill extends through 2030 authorization for cash or in-kind payments by the United States to Russia for certain work or services regarding the ISS.

Among other provisions, the bill * sets forth requirements relating to the use of masks and other protective equipment for airline passengers and certain airline employees; * requires the FAA to provide certain employees, including any air traffic controller and airway transportation systems specialist, with masks and other protective equipment; * mandates the development of a national aviation preparedness plan to ensure the aviation system is prepared to respond to epidemics and pandemics of infectious diseases; * directs each air carrier operating an aircraft with a seating capacity of 20 or more to implement appropriate measures on a flight in air transportation for the purpose of reducing the likelihood of any passenger or crewmember contracting an infectious disease; * requires the FAA to enter into an agreement with the National Academies to conduct a study on the transmission of infectious diseases, including airborne diseases, in the cabins of passenger airplanes; and * establishes a Center of Excellence for Infectious Disease Response and Prevention in Aviation within the FAA.

    American Space Commerce Free Enterprise Act of 2019 This bill grants the Office of Space Commerce of the Department of Commerce the authority to issue certifications to U.S. nationals and nongovernmental entities for the operation of (1) specified human-made objects manufactured or assembled in outer space, including on the Moon and other celestial bodies, with or without human occupants, that were launched from Earth; and (2) all items carried on such objects that are intended for use in outer space. To be eligible for certification, each entity's application must include a space debris mitigation plan for the space objects. The office shall establish a Private Space Activity Advisory Committee to (1) analyze the status and recent developments of nongovernmental space activities, and (2) advise on matters relating to U.S. private sector activities in outer space. The bill authorizes the office to issue permits to persons for the operation of space-based remote sensing systems. The office shall establish an Advisory Committee on Commercial Remote Sensing to advise on matters relating to the U.S. commercial space-based remote sensing industry. The bill abolishes the Commercial Remote Sensing Regulatory Affairs Office of the National Oceanic and Atmospheric Administration. The Government Accountability Office must submit to Congress a report on the removal of the Office of Commercial Space Transportation from under the jurisdiction of the Federal Aviation Administration and reestablishing such office under the jurisdiction of the Department of Transportation.

NASA must submit a strategy that includes how it will transition to a successor platform to the ISS. NASA shall establish a program of developing space suits and associated technologies.
