Defense Small Business Advancement Act of 2019 This bill permanently reauthorizes the Department of Defense (DOD) Mentor-Protege Program, designed to help major defense contractors facilitate the participation of disadvantaged small business concerns as subcontractors and suppliers. The DOD Office of Small Business Programs shall establish performance goals and conduct periodic reviews of approved agreements between mentors and proteges.

Access Business Credit Act of 2019or the ABC Act of 2019 This bill modifies the requirements for calculating taxable income to exclude from the gross income of certain banks interest received on small business loans of up to $5 million. The bill applies to loans that are (1) secured by land situated in the United States that is used or held by the small business in connection with the active conduct of a farming business, or (2) incurred in the ordinary course of the trade or business of the small business. To be eligible for the exclusion, the bank must have less than $50 billion in assets at the closing of the preceding taxable year.

This bill authorizes the Small Business Administration to award grants to small business development centers and women's business centers for assisting small businesses with tax compliance issues.

Study of Office of Rural Affairs, within the Small Business Administration This bill requires the Small Business Administration to report on the costs and potential benefits of establishing a successor to the Office of Rural Affairs.

Small Business Administration Franchise Loan Transparency Act of 2019 This bill requires a franchisor seeking guaranteed lending from the Small Business Administration to disclose historical revenue and store-closure information to any prospective franchisee before the loan will be approved.

Back on Your Feet Act of 2020 This bill (1) extends pandemic unemployment programs established by the Coronavirus Aid, Relief, and Economic Security Act or the CARES Act, (2) provides one-time payments to individuals who are no longer eligible for pandemic unemployment compensation because they have commenced employment, and (3) provides grants for the administration of state unemployment programs to states that implement certain employment-related policies. The bill also requires states to submit weekly reports to the Department of Labor on the status of backlogs in such states of the processing of unemployment claims.

Specifically, the bill requires the SBA, prioritizing small business concerns in underserved communities, to award prizes on a competitive basis to U.S. private entities that (1) assist small business concerns in accessing capital, mentors, and networking opportunities; and (2) advise small business concerns on topics such as market analysis, company strategy, revenue growth, and securing funding.The SBA must also develop metrics to evaluate the the program's effectiveness and benefits to the people of the United States that (1) are science-based and statistically driven, (2) reflect the SBA's mission, and (3) include factors relating to the program's economic impact.

Specifically, the SBA must establish a website that provides a marketplace for facilitating agreements under which small businesses may cooperatively purchase cybersecurity products and services. Such website shall be free to use for small businesses and cybersecurity vendors. The SBA must also take steps to educate small businesses about the types of cybersecurity products and services that are specific to each industry sector and provide outreach to encourage use of the cooperative marketplace. The Government Accountability Office must study and report on potential improvements to existing federal initiatives that train small businesses on how to avoid cybersecurity threats.

Small Business Cyber Training Act of 2019 This bill requires the Small Business Administration to establish a program for certifying at least 5 or 10% of the total number of employees of a small business development center to provide cybersecurity planning assistance to small businesses.

This bill requires the Small Business Administration, in making loan guarantees under the Paycheck Protection Program established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019), to guarantee that employers with 25 or fewer employees shall receive at least 50% of all loan dollars.

Small Business Last Mile Act of 2020 This bill requires the Small Business Administration to establish a grant program that facilitates the provision of high-speed broadband service to rural small businesses and to study and report on broadband service speeds and pricing in rural areas.

Small Business Cybersecurity Assistance Act of 2019 This bill directs the Small Business Administration (SBA) and the Department of Homeland Security (DHS) to provide cybersecurity education and resources to small businesses and small business development centers. Specifically, the bill establishes a Cybersecurity Clearinghouse platform, jointly managed by the SBA and DHS, which shall contain public-facing cybersecurity resources in a single location for ease of reference by small businesses. The bill also requires DHS to develop educational cybersecurity materials and training programs for small business development centers to use when counseling small businesses. Such materials must address cybersecurity (1) policies and procedures, and (2) defensive and response strategies.

DHS Acquisition Review Board Act of 2019 This bill requires the Department of Homeland Security (DHS) to establish an Acquisition Review Board to (1) strengthen accountability and uniformity within the DHS acquisition review process, (2) review major acquisition programs (programs estimated to require a total expenditure of at least $300 million over their life cycle cost), and (3) review the use of best practices.

Small Business Regulatory Relief Act This bill requires the Small Business Administration (SBA) to coordinate with various regulatory agencies in developing best practices for providing assistance to small businesses. The best practices shall assist the agencies in conducting programs, education, and training to help small businesses meet regulatory requirements. The SBA must also work with each agency to develop outreach initiatives to increase businesses' awareness of such assistance.

Small Business Advocacy Improvements Act of 2019 This bill expands the primary functions and additional duties of the Office of Advocacy of the Small Business Administration to include: (1) examining the role of small businesses in the international economy, and (2) representing the views and interests of small businesses before foreign governments and international entities to contribute to regulatory and trade initiatives that may affect small businesses.
